Proposal to support a maximum of 5 million VND/month for officials and civil servants working far from their residence

Mr. Phan Van Tuan (name of the character changed) said that after knowing that the Ministry of Home Affairs has drafted and submitted to the Government for promulgation a resolution to support civil servants working far from their residence, those who are eligible for support are very happy and look forward to the policy being promulgated soon to partly cover the costs of working and living.

Mr. Tuan expressed his desire for the Ministry of Home Affairs to soon complete the collection of opinions and submit it to the Government for promulgation of a resolution. According to him, those who have to work far away are facing many financial difficulties but still want to continue to contribute and work.

Regarding Mr. Tuan's proposal, the Ministry of Home Affairs has responded on the Electronic Information Portal.

On September 30, 2026, the Ministry of Home Affairs issued Official Dispatch No. 10925/TTr-BNV submitting to the Prime Minister for promulgation a Resolution to support cadres, civil servants, public employees and workers working far from their residence due to organizational structure arrangement, administrative unit arrangement and implementation of 2-level local government.

According to Article 3 of the draft Resolution, subjects within the scope of regulation must travel from their place of residence to their workplace from 30 km or more, calculated according to the shortest road route, and enjoy travel and housing rental costs support.

The travel expense support level is 1 million VND/person/month for distances from 30 km to under 50 km; 1.5 million VND/person/month for distances from 50 km to under 100 km; and 2 million VND/person/month for distances from 100 km or more.

Regarding housing rental costs, the draft proposes a support level of 3 million VND/person/month for people who have to rent a house.

The time to enjoy the proposed support regimes is calculated from March 1, 2025 to the end of February 28, 2027, paid for the same monthly salary period. These support amounts are not used to calculate contributions and benefits for social insurance, health insurance and unemployment insurance.

In case there is a transfer decision after March 1, 2025, the time to enjoy support is calculated from the date the transfer decision takes effect. If the actual working time in the month is less than 11 working days, employees are entitled to 50% of the monthly support level; from 11 working days or more are entitled to sufficient monthly support level.
