Ninh Binh merges the Department of Culture and Sports with the Department of Tourism

On October 29th, at the VI session, the Ninh Binh Provincial People's Council of the 16th term, term 2026 - 2031, voted to approve Resolution No. 73/NQ-HĐND on the establishment, reorganization, and dissolution of specialized agencies under the Ninh Binh Provincial People's Committee.

Accordingly, the Ninh Binh Provincial People's Council decided to merge the Department of Culture and Sports with the Department of Tourism into the Ninh Binh Provincial Department of Culture, Sports and Tourism. This Department will officially go into operation from December 1, 2026.

Previously, on October 3, 2026, Ninh Binh Provincial People's Committee issued Project No. 11/DA-UBND on arranging the organizational structure of state administrative agencies, public non-business units and focal points inside agencies and organizations under the management scope of Ninh Binh Provincial People's Committee.

According to the project, the Ninh Binh Department of Culture, Sports and Tourism is established on the basis of merging the Department of Culture and Sports with the Department of Tourism.

The functions and tasks of the Department of Culture, Sports and Tourism after establishment are implemented according to the provisions of Circular No. 10/2025/TT-BVHTTDL dated June 19, 2025 of the Minister of Culture, Sports and Tourism guiding the functions, tasks, and powers of the Department of Culture, Sports and Tourism, the Department of Culture and Sports, and the Department of Tourism under the Provincial People's Committee; functions, tasks, and powers of the Department of Culture - Society under the Commune People's Committee in areas under the state management scope of the Ministry of Culture, Sports and Tourism.

Regarding the organizational structure, after the establishment, Ninh Binh Department of Culture, Sports and Tourism has 17 directly affiliated units, including 10 professional departments and 7 public non-business units.

Regarding staffing, civil servants and public employees, the Department of Culture, Sports and Tourism basically receives staffing quotas attached to civil servants and public employees of the Department of Culture and Sports, Department of Tourism currently. Transferring some staffing attached to civil servants suitable for their expertise from the Department of Culture, Sports and Tourism to the Department of Ethnic Minorities and Religions.

Regarding finance and assets, the Department of Culture, Sports and Tourism shall carry out the reception of the original state of facilities, equipment, finance, assets, dossiers, documents, vehicles... of the Department of Culture and Sports and the Department of Tourism.
