Dong Thap expands the "Workers 5 No's" model

THANH MAI (báo lao động) 26/10/2026 15:13 (GMT+7)

After more than 1 year of pilot implementation in Dong Thap, the "Workers 5 No's" model not only contributes to maintaining safety for businesses (DN), but also nurtures trust and raises awareness of law compliance associated with caring for the rights of workers (NLĐ).

Prevention from factory

The "5 No Workers" model is being piloted by the Dong Thap Provincial Labor Federation in coordination with the Provincial Police at Cadovina Seafood Processing and Import-Export Joint Stock Company (Sa Dec Industrial Park) from May 30, 2025. The enterprise has 1,130 employees, of which 972 are trade union members.

After more than 1 year, the two sectors have organized 6 legal propaganda sessions, attracting 3,472 turns of union members, workers, and laborers to participate; arranged 12 visual propaganda boards at enterprises. The Company also organized 12 training and propaganda sessions on occupational safety and health and fire prevention and fighting, with 8,562 turns of participants; and conducted 32 inspections in the production area.

After 1 year of implementation, the number of labor accidents decreased from 4 cases before the model was implemented to 1 case, equivalent to a reduction of 75%; no serious labor accidents occurred. The enterprise also did not record any cases of employees being handled for traffic violations or violations related to weapons, explosives and illegal firecrackers.

Caring to nurture faith

A notable point of the model is linking law compliance mobilization with caring for life, listening to and solving practical problems of workers. Grassroots Trade Unions (CĐCS) coordinated with businesses to organize 7 dialogues at workplaces, receiving 28 opinions and recommendations, of which 22 opinions were resolved, reaching 78.57%.

The main content relates to employment, salaries, bonuses, working hours, rest, insurance and welfare. Through this, the enterprise implemented 6 care activities with a total budget of 32.7 million VND; supported 25 workers in difficult circumstances with 12.5 million VND. At the same time, 3 cultural and sports activities attracted more than 693 turns of workers to participate. The grassroots trade union advised and supported 32 turns of union members and workers; coordinated to resolve 30 cases, and the remaining two cases were transferred to employers to answer according to their authority.

Proactively grasping thoughts, strengthening dialogue and handling recommendations from the grassroots level contributes to creating consensus between employees and businesses. During the model implementation period, there were no collective work stoppages or illegal strikes.

Practice at Cadovina shows that building a safe and stable working environment is not only based on propaganda and reminders but also needs to care for the rights and promptly resolve workers' recommendations. When listened to and practically supported, workers have more faith and responsibility, contributing to building harmonious, stable and progressive labor relations.

* The five criteria of the model include: no crime, social evils; no violations of traffic order and safety; no fires, explosions, labor accidents and violations of occupational safety and hygiene; no violations of laws on weapons, explosives, supporting tools and firecrackers; no organization or participation in illegal strikes.

* From the pilot results, the Provincial Labor Federation and Dong Thap Provincial Police plan to replicate the model at 6 enterprises in 2026, including: Truong Giang Seafood Joint Stock Company, Sa Dec Garment Grass Co., Ltd., Royal Foods Co., Ltd., YMUV Co., Ltd., Long Giang Industrial Park Development Co., Ltd. and Cong Tien Garment Joint Stock Company.
