The "5 No Workers" model, a security and welfare fulcrum for Dong Thap workers
Dong Thap - The "5 No Workers" model contributes to raising awareness of law compliance, ensuring production safety and resolving workers' petitions.
On October 23, at Sa Dec Industrial Park, the Provincial Labor Federation (LĐLĐ) coordinated with Dong Thap Provincial Police to summarize a year of piloting the "Workers 5 no's" model at Cadovina Seafood Processing and Import-Export Joint Stock Company. Attending were representatives of two industries, businesses and workers.

Implemented from May 30, 2025, the model is built to proactively prevent law violations, ensure security and order and create a safe working environment at a business with 1,130 workers. To implement it, the two sectors coordinated to organize 6 legal propaganda sessions, attracting 3,472 workers to participate; installed 12 propaganda boards at the factory and mobilized 75% of workers to sign commitments to implement.

After a year, the number of labor accidents decreased from 4 to 1, with no serious accidents. Enterprises did not experience fires or explosions due to subjective causes from workers; no cases of workers being in traffic accidents or violations related to weapons, explosives and illegal firecrackers were recorded.

The company also organized 12 safety training sessions, with 8,562 participants; conducted 32 inspections, promptly detecting and overcoming unsafe risks.
A notable point of the model is linking security assurance with dialogue, resolving petitions and taking care of workers' lives. The grassroots trade union coordinated with the Board of Directors to organize 7 dialogues at the workplace, receiving 28 opinions and recommendations related to salaries, bonuses, working hours, insurance and welfare.

Of which, 22 opinions were resolved, reaching 78.57%. Businesses did not experience collective work stoppages or illegal strikes.
In addition, businesses and trade unions supported 25 workers in difficult circumstances, organized cultural and sports activities, attracting more than 693 participants.

Speaking at the conference, Senior Lieutenant Colonel Huynh Si Hien, Deputy Head of the Economic Security Department, Dong Thap Provincial Police, said that the approach of putting prevention first, solving problems from the grassroots level contributes to maintaining worker security, creating a safe and stable production environment.
At the conference, many delegates actively contributed opinions and proposed practical solutions to improve the effectiveness of the model. On this occasion, the Provincial Labor Federation awarded 2 certificates of merit, and the Provincial Police awarded 2 certificates of merit to collectives and individuals with outstanding achievements.

From the pilot results at Cadovina, in 2026, the two sectors plan to replicate the model at 6 enterprises in the province, including Truong Giang Seafood Joint Stock Company, Sa Dec Garment Co., Ltd., Royal Foods Co., Ltd., YMUV Co., Ltd., Long Giang Industrial Park Development Co., Ltd. and Cong Tien Garment Joint Stock Company.

The model aims to build a safe working environment, harmonious and stable labor relations, helping workers feel secure and attached to the business.
The "5 no" criteria include: no crime, social evils; no violations of traffic order and safety and urban order; no fires, explosions, labor accidents and violations of occupational safety and hygiene; no violations of laws on weapons, explosives, supporting tools and firecrackers; no organization or participation in illegal strikes.
