Unqualified job position determination will put the salary reform policy in a deadlock
Previously, inaccurate job position determination was one of the reasons why salary reform could not be implemented according to the roadmap.
At the training conference, thoroughly grasping the implementation of the task of building a job position database associated with building a plan to assign staffing organized by the Central Organization Committee recently, Politburo Member, Secretary of the Party Central Committee, Head of the Central Organization Committee Nguyen Duy Ngoc said that the Politburo has met and decided to implement the task of determining job positions, completing the construction of job position data in 2026.
According to Mr. Nguyen Duy Ngoc, the job position is not a person, a title or an official position. The job position must answer four questions: What job do you do, what product create, who is responsible and what are the capacity requirements.
Analyzing this issue, former Deputy Minister of Home Affairs Nguyen Tien Dinh said that previously, the determination of job positions that were not standard was a core "knot" that prevented salary reform from being implemented according to the roadmap.
To solve the problem, the Politburo issued Conclusion No. 107-KL/TW dated October 17, 2026 on completing the system of job positions in the political system associated with building a contingent of cadres and managing staff. The conclusion clearly states that the current number of personnel, ranks, grades or assigned staff quotas should not be used as a direct basis for determining job positions.
Accordingly, ministries, branches, and localities must strongly shift from managing according to the number of staff to managing according to job positions, implementation capacity and specific products. Do not use the number of personnel, ranks, grades or existing staff quotas to legalize job positions.
The non-standard determination of job positions will put an end to the entire salary reform policy, because this is the core basis for building a new salary scale, properly assessing capacity and paying salaries according to actual value instead of relying on seniority or qualifications," Mr. Nguyen Tien Dinh emphasized.
According to the former Deputy Minister of Home Affairs, the determination of current job positions must be based on the functions, tasks and actual workload, absolutely not taking the old staff, rank, grade or organization as a basis.
Mr. Nguyen Tien Dinh said that in Conclusion No. 107-KL/TW, the Politburo identified the job position system as the foundation of organizational management and human resource management in the political system. This is a mandatory basis for synchronously implementing all stages from recruitment, arrangement, use, training, fostering, evaluation, screening to developing the contingent of cadres.
The completion of the job position system is an important condition for innovating remuneration policies, towards implementing salary reform according to a roadmap. New salaries and remuneration regimes will be paid according to the job position, actual capacity and work results and efficiency, instead of being egalitarian or overemphasizing ranks, grades, and seniority as before.
He analyzed the determination of jobs and capacity frameworks for specialists, principal specialists, and senior specialists based on the level of complexity, independence, scope of influence and output products of assigned tasks according to regulations and job position guidance.
To accurately build job positions, it is necessary to clearly identify the number of senior experts, principal experts and specialists in each Department under the Ministry. At the same time, it is necessary to clarify the specific functions and tasks of each rank to be associated with the corresponding capacity framework accurately.
