Urgently build job positions to serve the salary reform roadmap
The Deputy Prime Minister requested to urgently build job positions for cadres, civil servants, and public employees serving the salary reform roadmap.
On the morning of October 28th, Secretary of the Party Central Committee, Deputy Prime Minister Pham Thi Thanh Tra worked with 9 provinces in the midlands and northern mountainous regions on the implementation of socio-economic development tasks, double-digit growth targets, disbursement of public investment capital, operation of local governments at 2 levels, and implementation of Resolution No. 57-NQ/TW.
The working session was held online at the Government headquarters and the headquarters of the People's Committees of Lao Cai, Phu Tho, Lai Chau, Dien Bien, Son La, Thai Nguyen, Tuyen Quang, Cao Bang and Lang Son provinces.
Speaking at the beginning of the working session, Deputy Prime Minister Pham Thi Thanh Tra emphasized that although positive changes have been achieved in socio-economic development, localities still face many difficulties and challenges, especially the requirement to achieve the double-digit growth target.
According to the Deputy Prime Minister, in the past time, the provinces have made efforts to implement tasks and achieved many positive results.
Some localities such as Thai Nguyen and Phu Tho have gradually affirmed their role as growth drivers, creating spillover effects in the region. This shows that besides the difficulties, the region still has many advantages and room for development.

The Deputy Prime Minister requested localities to focus on assessing the results of the 9-month task implementation, going deep into 3 key groups of issues: Solutions to ensure double-digit growth targets; removing difficulties, accelerating disbursement of public investment capital; continuing to improve the operation of local governments at 2 levels.
In which, the double-digit growth target is identified as an important political task, requiring localities not only to assess the achieved results but also to propose specific and feasible solutions to complete the 2026 target, creating a foundation for the next stage.
Regarding disbursement of public investment capital, the Deputy Prime Minister noted that this is not only a task of completing projects and works but also has the meaning of promoting economic activities, contributing to GRDP growth of each locality and overall growth of the whole country.
Regarding the operation of 2-level local government, the remaining workload is very large while the time of 2026 is not much left.
Localities need to continue to remove obstacles in the organizational structure, team of cadres and civil servants, especially at the grassroots level; implement appropriate decentralization and delegation of power; handle surplus public assets, allocate budget resources and promote digital transformation.
The Deputy Prime Minister also emphasized the guiding spirit in Conclusion No. 107 of the Politburo, requesting urgently to build job positions for cadres, civil servants, and public employees in the political system and public service units.
This is a big and difficult task, which needs to be focused on implementation in the remaining two months to report to the Politburo, as a basis for building staff for the 2027-2031 period, and at the same time serving the roadmap for salary policy reform and improving the efficiency of management and use of the contingent of cadres.
