Ministry of Home Affairs proposes building a civil service foundation and a team of honest officials

The Ministry of Home Affairs is seeking opinions on the draft Resolution of the Government promulgating the Strategy on building an honest nation and an honest society to 2030, with a vision to 2045.

According to the draft submission, regarding the scope, structure, and strategy, taking public sector integrity as the focus, focusing on three pillars: integrity institution; integrity public service; integrity contingent of cadres, civil servants, and public employees; associated with integrity practice in enterprises, professional activities and social life.

Building, practicing and spreading integrity culture is a consistent requirement. The implementation for civil servants and armed forces is in accordance with specialized laws, operational nature and specific management regimes.

The Draft Strategy includes contents on scope, terms, viewpoints; goals to 2030, vision to 2045; tasks, solutions, priority tasks and roadmap; organization of implementation and funding.

Three appendices attached specifically define priority tasks; inheritance orientation, integration of relevant strategies, programs, plans, and projects; target framework and monitoring, evaluation.

Regarding the viewpoint, the Strategy is built on the foundation of Party leadership, State management, People's supervision and respect for the Constitution and laws; linking early prevention, remote prevention, and root prevention with power control, detection and handling of violations.

The implementation combines perfecting institutions, organizing implementation, education, setting examples and ensuring practical conditions; prioritizing inheriting existing mechanisms, tasks, data and resources, avoiding duplication.

The general goal by 2030 is to create clear changes in building and practicing integrity; strengthen the connection between the three pillars; improve the efficiency of publicity, transparency, accountability, control of power, conflict of interest and risk prevention. Link the correct implementation of responsibilities and tasks with the quality of work, responsibility to serve the People and practice integrity culture in society.
