Lao Cai - Three areas in Phong Hai and Ban Lau communes are included in the area of review and verification, serving the search and repatriation of martyrs' remains.

On October 27, the Steering Committee for searching, repatriating and identifying martyrs' remains of Lao Cai province said that it had issued a plan to deploy the establishment of martyr grave information dossiers in the province.

According to the plan, 3 areas are focused on reviewing and verifying, including Tong Gia village, Phong Hai commune; Na Vai village and Na Hoi village, Ban Lau commune.

These are locations with information about martyrs' graves recorded through the first phase of local conclusions, which need to be further verified to serve the search and repatriation of martyrs' remains.

Relevant agencies and units will collect, inspect, and compare martyr records, military documents, maps, unit history, local history, and information provided by witnesses.

The review focuses on clarifying the place names, scope, location, coordinates, time, units participating in combat as well as the history of search and repatriation in each area.

According to the requirements of the Provincial Steering Committee, each area is prepared with a separate dossier, unified management code including TG-01 for Tong Gia village, NV-01 for Na Vai village and NH-01 for Na Hoi village.

The information in the dossier must have a source for comparison and verification; clearly distinguish the verified content, professional assessments and issues that need to be further clarified.

Information that is not sufficiently based will be recorded for further verification, without speculation or self-determination of the number of graves at each location.

The implementation process follows an 8-step process, from reviewing, classifying dossiers, in-depth comparative research, verifying witness information to appraisal, organizing seminars and proposing survey and search plans.

Surveying, searching, and excavating can only be carried out after having the results of appraisal, decisions of competent authorities, and ensuring current regulations.

The Lao Cai Provincial Military Command is assigned to be the standing agency, advising on the implementation of the plan, managing the list of dossiers and monitoring the implementation progress.

The Department of Home Affairs coordinates to review martyr records, policy information and the status of repatriation; the Department of Culture, Sports and Tourism coordinates to exploit historical documents, maps and archival sources.

The People's Committees of Phong Hai and Ban Lau communes are responsible for coordinating to verify landmarks, locations, witnesses and sources of information in the area, serving the process of completing dossiers.

The review and systematization of information in 3 areas aims to clarify verified sources of information, supplement unfounded contents, and create a basis for the next steps in the search and repatriation of martyrs' remains in Lao Cai province.
