Progress of arranging and merging public non-business units in many localities

After arranging administrative units and operating the 2-level local government model, localities continue to review and consolidate the organizational structure in the direction of streamlining, clarifying functions and tasks, and improving the effectiveness and efficiency of operations.

At the regular meeting in September 2026 held at the beginning of October, the Government requested localities to basically complete the arrangement of non-business units (DVSN) of vocational education, health, and other non-business.

On October 27, according to the Hung Yen Provincial e-Portal, at the end of September 2026, the province continued to arrange and reorganize VNUs directly under the Provincial People's Committee.

In which, the province established the Traffic Construction Investment Project Management Board, the Civil Engineering Construction Investment Project Management Board, the Agricultural Construction Investment Project Management Board on the basis of reorganizing the Construction Investment Project Management Board No. 1 and Construction Investment Project Management Board No. 2; established the Hung Yen Provincial Land Fund Development Center on the basis of merging the Hung Yen Provincial Land Fund Development Center No. 1 and the Hung Yen Provincial Land Fund Development Center No. 2; established the Investment, Trade and Tourism Promotion Center on the basis of merging the Investment Promotion, Business Support and Financial Services Consulting Center (Department of Finance), the Industrial Promotion and Trade Promotion Center (Department of Industry and Trade) and the Tourism Promotion Center (Department of Culture, Sports and Tourism).

The field with a large scale of arrangement in 2026 is public education. In early August 2026, localities in the province implemented the arrangement and reorganization of public educational institutions. As a result, the whole province has reduced 703 public educational institutions, equivalent to 60.4% of the total number of public educational institutions in the province.

In Da Nang, the arrangement of public educational institutions has been completed. For higher education, the city is developing a project to receive Quang Nam University as a member school of Da Nang University, expected to be completed in April 2027.

In the field of vocational education, the merger of Quang Nam College into Da Nang College has been completed according to the decision dated July 16, of the Ministry of Education and Training.

The city is continuing to streamline the organization inside Da Nang Medical College, building solutions for the school to be financially autonomous and self-ensure regular expenses (group 2). This work is expected to be completed in January 2027.

In Ninh Binh, according to Project No. 11/DA-UBND dated October 3, 2026 of Ninh Binh Provincial People's Committee, the locality will implement the arrangement and streamlining of a series of agencies and units.

Accordingly, after arrangement, the number of specialized agencies under the Provincial People's Committee decreased from 14 to 13; the number of public VNUs under departments and branches decreased from 220 to 199 units.

For public VNUs under departments and branches, the arrangement focuses on the fields of health, education, agriculture, environment, construction, culture, sports and science and technology.

In the field of healthcare, the province plans to merge 3 traditional medicine hospitals in Ninh Binh, Nam Dinh and Ha Nam into Ninh Binh Provincial Traditional Medicine Hospital...

For the field of education, the province proposed a plan to dissolve Nam Dinh Pedagogical College, transfer the functions, tasks and teaching staff of the Faculty of Preschool Education to Hoa Lu University; and at the same time reorganize facilities and arrange appropriate personnel to serve general education.
