Removing legal bottlenecks, creating favorable conditions for businesses
Delegates proposed to realistically assess the results of the legal review, focusing on eliminating unreasonable regulations, and reducing the burden of compliance for businesses.
On the afternoon of October 27, in Hanoi, the Standing Committee of the Central Committee of the Vietnam Fatherland Front in coordination with the Vietnam Chamber of Commerce and Industry Federation organized a consultation conference on the results of the general review of the system of legal normative documents and proposed solutions to improve the legal system.
Mr. Cao Xuan Thao - Vice Chairman of the Central Committee of the Vietnam Fatherland Front attended and spoke at the Conference.
Speaking at the Conference, Vice Chairman Cao Xuan Thao said that, implementing Resolution No. 2092/NQ-UBTVQH15 dated April 3, 2026 of the National Assembly Standing Committee on the general review of the system of legal normative documents and the Implementation Plan of the General Review Steering Committee, in the past time, agencies, ministries, and sectors have organized general reviews and completed official reports on the results of the general review of the system of legal normative documents under their management scope and responsibility and proposed solutions to improve the legal system.
According to the Plan of the Steering Committee for the general review, the Central Committee of the Vietnam Fatherland Front has the task of organizing consultations to collect opinions from experts, scientists, affected subjects, agencies, units, organizations, and related individuals on the results of the general review and propose solutions to improve the legal system.

Speaking at the conference, Mr. Dau Anh Tuan, Deputy Secretary General of the Vietnam Chamber of Commerce and Industry (VCCI), said that in the past time, VCCI has received review results from ministries and sectors, and at the same time compared them with the difficulties and obstacles that the business community reflects periodically.
Mr. Dau Anh Tuan acknowledged that many proposals have been resolved, such as abolishing some business conditions, certificates and administrative procedures. However, the number of documents proposed for handling is large, but the direct impact on people and businesses is still modest.
According to Mr. Dau Anh Tuan, many cases of review are mainly focused on technical issues, stemming from changes in the organizational structure, agency name or basis for issuing documents, rather than focusing on the actual content of reform. Therefore, it is necessary to separate the results of technical review, to avoid creating a feeling that the number of documents processed is large, but the burden of compliance has not decreased correspondingly.

Along with that, review activities still lean towards the perspective of the drafting agency, focusing on the constitutionality, legality and consistency of the document, while problems with procedures, business conditions and compliance costs have not been given commensurate attention.
Therefore, Mr. Dau Anh Tuan believes that the goal of the review is to eliminate unreasonable regulations, not simply complete the reduction target.
At the Conference, delegates focused on discussing and evaluating the quality and substance of the general review results; issues of systemic, inter-sectoral nature and requirements to ensure the synchronization of the legal system; reflecting difficulties, obstacles and proposed opinions of organizations and businesses affected by policies and laws; and at the same time proposing solutions to improve the legal system.
Concluding the Conference, Vice Chairman of the Central Committee of the Vietnam Fatherland Front Cao Xuan Thao said that the comments are objective and multi-dimensional in many fields, pointing out the difficulties and bottlenecks of the current legal system that need to be overcome and amended soon in the coming time.
According to Vice Chairman Cao Xuan Thao, the general review of the system of legal normative documents must focus on quality, comprehensive assessment, and find out the real inadequacies and obstacles to urgently remove them, ensuring the legitimate rights and interests of people and businesses, promoting production and business, and socio-economic development of the country.
Vice Chairman Cao Xuan Thao requested that, from the comments at the Conference, the advisory body assisting the Central Committee of the Vietnam Fatherland Front will summarize clearly the proposed and recommended contents and send documents to the National Assembly, the Government and relevant agencies.
Vice Chairman Cao Xuan Thao hoped that, through this Conference, forums on law will be maintained and replicated more in the coming time, going deeper into each specific group of issues, thereby contributing more practical solutions, contributing to perfecting the legal system.
