Mr. Bui Manh Phuc continues to hold the position of Chairman of the Hai Phong City Red Cross Society

Attending and giving directing speeches at the Congress, Deputy Secretary of the City Party Committee, Chairman of the Vietnam Fatherland Front Committee of the city Pham Van Lap emphasized that the Congress is of special significance, marking a new step in the development of the Association organization after implementing the policy of arranging and streamlining mass associations assigned tasks by the Party and the State in the city.

In the 2026 - 2031 term, Hai Phong enters a new development phase with expanded scale, potential and development space, creating more motivation for the city to develop breakthroughly. Along with that, the city sets out the requirement that social security must always be one step ahead, improve the quality of people's lives, proactively respond to natural disasters and epidemics, and care for vulnerable groups.

Deputy Secretary of the City Party Committee requested all levels of the City Red Cross Society to focus on building a strong, unified, effective, and efficient Association organization; quickly stabilize the organizational structure after the merger; continue to thoroughly grasp the Party's viewpoints and directives on humanitarian work and mass mobilization.

The Association focuses on innovating mobilization work, improving the quality of care for members and vulnerable groups, taking the effectiveness of assistance as a measure of the Association's activities; especially, paying attention to visually impaired people, people with disabilities, orphans and children in especially difficult circumstances.

Associations at all levels proactively apply digital technology in connecting, managing and coordinating resources; creating conditions for visually impaired people and people with disabilities to access information, digital services and support programs conveniently and equally. Along with that, promote the role of the Association in participating in building the Party and building the government, effectively performing the function of representing and protecting the legitimate and lawful rights and interests of members...

In the 2026 - 2031 term, the City Red Cross Society sets out action goals with the slogan: "Solidarity - Innovation - Sustainable Development". The Society identifies a strong shift in operating methods to "connecting, coordinating and leading the humanitarian ecosystem".

Some key targets in the next 5 years include: striving for the total value of humanitarian activities to reach 800 billion VND or more, helping over 1 million people in difficult and disadvantaged circumstances; mobilizing support for building and repairing 300 Red Cross houses; each commune, ward, and town mobilizing to provide livelihood support to 3 to 5 households/year.

Associations at all levels provide health counseling, medical examination and treatment, and free medicine for over 200,000 people; maintain the average voluntary blood donation rate reaching 1.6% of the city's population. 100% of Association facilities digitize membership and support beneficiary data; 100% of revenue and expenditure are public and transparent on digital platforms; develop a network of regular volunteers to over 10,000 people; focus on vocational training associated with solving stable jobs for blind and disabled members.

With a spirit of democracy and high responsibility, the Congress consulted and elected the Executive Committee of the Hai Phong City Red Cross Society, term I, 2026 - 2031, consisting of 37 comrades. At the first Conference, the Executive Committee elected the Standing Committee consisting of 11 comrades and the Inspection Committee consisting of 5 comrades. Mr. Bui Manh Phuc - Member of the Standing Committee of the Central Vietnam Red Cross Society, Chairman of the City Red Cross Society continued to be trusted to be elected to hold the position of Chairman of the Hai Phong City Red Cross Society for the term 2026-2031. Ms. Nguyen Thi Hong Gam and Mr. Hoang Luong were elected to hold the position of Vice Chairman of the Association.

At the Congress, delegates listened to the announcement of the decision on merging the City Association of the Blind and the City Association for the Protection of People with Disabilities and Orphans into the Hai Phong City Red Cross Society. This merger is a serious and drastic step in implementing the guidelines and resolutions of the Central Government and the City Party Committee on arranging and streamlining the organizational structure of mass associations assigned by the Party and State, ensuring effective and efficient operation.
