Time to complete job positions to move towards salary reform

PHẠM ĐÔNG (báo lao động) 11/10/2026 11:12 (GMT+7)

The Ministry of Home Affairs continues to coordinate to complete job positions and salary reform projects to keep up with the progress assigned by competent authorities.

From July 1, the basic salary of officials, civil servants, public employees and the armed forces officially increased by 8% (from 2.34 million VND to 2.53 million VND/month) according to Decree 161/2026/ND-CP. This new policy helps improve the lives of more than 2 million people receiving salaries from the budget.

The Ministry of Home Affairs continues to proactively coordinate with relevant ministries and agencies to research and propose new salary policies and social insurance (BHXH) in the spirit of the 14th Party Congress Resolution to report to competent authorities for consideration and decision.

Implementing the Resolution, in the field of salaries and social insurance, the Ministry of Home Affairs has advised competent authorities to accelerate the roadmap for salary policy reform, towards paying salaries according to job positions (VTVL) associated with output products.

In March 2026, the Ministry of Home Affairs reported to Deputy Prime Minister Pham Thi Thanh Tra - Head of the Central Steering Committee for Salary Policy Reform, Social Insurance and Preferential Treatment for People with Meritorious Services on the roadmap for salary reform and towards paying salaries according to VTVL.

According to the plan, the overall project on salary policy reform is expected to be submitted to the Politburo in February 2027, after which the 5th Central Committee Conference in March 2027 will approve the project.

Salary reform plans and projects in the next phase will go through many evaluation and appraisal steps before being decided by competent authorities.

The Government has assigned the Ministry of Home Affairs to preside over and coordinate with the Ministry of Finance, the Ministry of Justice and relevant ministries and sectors to review and comprehensively assess, and submit to the Government Party Committee the Overall Project on Salary Policy Reform to submit to the Politburo in February 2027.

Relevant agencies assess the minimum wage (base wage), salary scale, salary allowance regimes, and salary mechanisms for cases under their management. These contents need to be sent to the Ministry of Home Affairs (Standing Committee of the Steering Committee) for synthesis.

Financial resources are a factor that needs to be calculated in parallel with the reform process. Therefore, the Ministry of Finance is assigned to research and propose solutions to create resources to implement salary and social insurance policy reform. The Ministry of Home Affairs coordinates with the Ministry of Finance and relevant agencies to synthesize international experience, on that basis, research and propose plans suitable to Vietnam's conditions.

When reform is implemented, the salary structure will change significantly: the income of employees will include the basic salary plus allowances, and will be calculated based on the correct VTVL undertaken.

To move towards paying salaries according to VTVL, the Ministry of Home Affairs continues to coordinate with the Central Organization Committee to improve VTVL in the political system. This task will be completed in 2026. This is the basis for staff allocation in 2027.

After completing the construction of VTVL, the salary reform project must also be urgently implemented to keep up with the progress assigned by competent authorities.

At the working session to deploy tasks for October and the fourth quarter of the Ministry of Home Affairs held on the afternoon of October 9, Chief of Office of the Ministry of Home Affairs Bui Huy Tung stated clearly that the project to reform salary and social insurance policies submitted to the 5th Conference of the 14th Party Central Committee is a task set out in the fourth quarter.

In addition, there is also the task of developing decrees and circulars on salaries, minimum wages, social insurance and labor relations.
