Abolishing non-salary expenditures from the budget when reforming salaries
When implementing salary reform, non-salary expenditures of cadres, civil servants, and public employees originating from the state budget will be abolished.
According to the plan, in October 2026, the Ministry of Home Affairs and members of the Central Steering Committee for salary policy reform, social insurance (BHXH) and preferential treatment for people with meritorious services will develop and complete the draft project on salary and BHXH policy reform.
In January 2027, complete the draft Resolution related to this content. In February 2027, submit it to the Politburo, the Secretariat and in March 2027, submit it to the 14th Central Committee of the Party.
Salary and social insurance reform needs to be placed in a new context, synchronously with the requirements of streamlining the apparatus, operating the 2-level local government and adapting the job structure.
The Ministry of Finance is assigned to research and propose solutions to create resources to implement salary and social insurance policy reform.
Sub-item 4 Section 3 of Resolution 27-NQ/TW clearly stipulates the implementation of financial and budgetary solutions, considering this as a breakthrough task to create resources for salary policy reform.
Deploy tasks to restructure state budget revenue in the direction of ensuring total revenue and sustainable revenue structure. Amend, supplement, and improve revenue policies in the direction of expanding the tax base, covering new revenue sources.
Strengthen revenue management, create fundamental changes in combating revenue loss, handling and preventing acts of smuggling, trade fraud, production and trading of counterfeit goods, transfer pricing, and tax evasion.
Practice thrift, fight corruption and wastefulness in the use of state budget and basic construction investment. Decisively recover assets in corruption and economic cases.
Annually, about 50% of the estimated revenue increase and 70% of the actual revenue increase of the local budget, and about 40% of the central budget revenue increase are allocated for salary policy reform.
Strengthen management, improve the efficiency of state budget expenditures; continue to implement savings of 10% of the annually increased recurrent expenditure estimate until the implementation of the salary fund contract based on the payroll assigned by competent authorities.
The surplus source for implementing salary policy reform after ensuring the adjustment of the base salary level annually and ensuring social security policies issued by the Central Government, investment projects according to the provisions of the National Assembly's resolution must continue to be used to implement salary policy reform after 2020, not for other purposes without permission from competent authorities.
Abolishing non-salary expenditures of cadres, civil servants, and public employees originating from the state budget such as: Meeting allowance; allowance for building legal normative documents, projects; seminars... Implementing salary fund allocation associated with the goal of streamlining staff for agencies and units.
Do not link the salary level of cadres, civil servants, and public employees with the development, amendment, and supplementation of documents regulating policies and regimes that are not of salary nature. Research regulations on contracting regimes outside salary (cars, telephones...).
Public non-business units that have become financially autonomous must ensure their own resources to implement salary policy reform.
For public non-business units ensuring a part of recurrent expenditure, continue to use at least 40% of the revenue left under the regime, save 10% of recurrent expenditure from the additional annual budget and arrange from the assigned state budget estimate to ensure resources for implementing salary policy reform.
