How to receive support for women who have 2 children before the age of 35 from 2027

HÀ LÊ (báo lao động) 30/10/2026 09:04 (GMT+7)

From January 1, 2027, women who have 2 children before the age of 35 will receive a minimum support of 2 million VND, without having to submit separate dossiers when registering for childbirth.

According to Decree No. 168/2026/ND-CP, from January 1, 2027, women who have 2 children before the age of 35 are eligible for financial support of at least 2 million VND. The policy also applies to very small ethnic minority women and women in provinces and cities with birth rates below replacement birth rates.

Procedures for receiving support money

According to regulations, the Chairman of the People's Committee of communes, wards, and special zones shall base on information from the interconnected birth registration procedure system, the National Population Database, the VNeID application and existing databases to consider and decide on support.

The amount is paid at the same time as the birth registration for the child. Therefore, when carrying out birth registration procedures for the second child, eligible women do not have to submit additional separate dossiers to request support.

To facilitate the settlement process, people need to ensure that personal information, residence and birth registration data are fully and consistently updated. This is the basis for functional agencies to determine that the mother has given birth to 2 children and gave birth to the second child before reaching the age of 35.

In case of birth registration but not receiving support money even though they consider themselves eligible, people can contact the People's Committee of the commune, ward, or special zone where birth registration is registered to request information check and policy settlement.

Some other support policies

In addition to financial support, Decree No. 168/2026/ND-CP also stipulates prenatal and newborn screening support for some congenital diseases.

Specifically, pregnant women are supported with examination and screening for 4 basic diseases including Down syndrome, Edwards, Patau and Thalassemia (congenital thalassemia). Newborns are supported with screening for 5 diseases, including congenital hypothyroidism, G6PD deficiency, congenital adrenal hyperplasia, congenital hearing impairment and severe congenital heart anomaly.

The maximum prenatal screening support level is 900,000 VND/case; newborn screening is a maximum of 600,000 VND/case, according to actual costs. This amount is paid directly to relevant medical facilities.

Funds for implementing policies are guaranteed by local budgets. This is one of the solutions to encourage having enough 2 children and contribute to maintaining the replacement fertility rate.
