This content was also discussed by the National Assembly in groups earlier (October 22nd). When giving opinions, Politburo Member, National Assembly Chairman Tran Thanh Man requested to clarify the application of price lists, coefficients for compensation, land use fees, land lease, avoiding the situation of "price chasing prices"; and at the same time build an interconnected and updated national land price database.
The long-term goal is to reduce lawsuits, budget losses, reduce the burden on businesses and people, and improve market forecasting capacity" - the National Assembly Chairwoman emphasized.
Concerned about land acquisition, compensation, support, and resettlement, the National Assembly Chairwoman said that it is necessary to supplement and clarify cases of land acquisition for national and public interests such as: free trade zones, international financial centers, emergency projects, politics, foreign affairs, logistics.
Regarding the agreement mechanism, when reaching 75% of the area or more households, the State recovers the remaining part, but it must be accompanied by strict conditions on reasonable agreed prices, protecting the legitimate rights of the remaining households, especially in the case of long-standing residential land that has not been granted land use right certificates.
At the same time, it is necessary to shorten the procedures for notifying and mobilizing, but it is mandatory to complete the compensation, support, and resettlement plan before land allocation; minimize exceptions and have a strict monitoring mechanism.
In addition, it is necessary to specifically quantify the criteria to ensure that people's lives after land acquisition are equal to or better than the old place of residence. Strengthen public social supervision; thoroughly handle backlogs.
One content that, according to the National Assembly Chairwoman, is key for the law to have a long lifespan is the requirement to regulate land rent differences and control speculation; this is the responsibility of local authorities to implement.
It is necessary to more clearly institutionalize the mechanism for recovering added value from planning and infrastructure invested by the State, preventing speculation that distorts the real estate market" - National Assembly Chairman emphasized.
At the same time, promote digital transformation and data. National land information system must be complete, interconnected, and public; identify digital cadastral records as the origin of all transactions, recovery and valuation.
The National Assembly Chairwoman affirmed the overarching principle of not privatizing land.
