Ninh Binh Obstetrics and Pediatrics Hospital changes the form of health insurance out-of-hours examination

NGUYỄN TRƯỜNG (báo lao động) 29/10/2026 09:33 (GMT+7)

Ninh Binh - From November 1, 26, Ninh Binh Provincial Obstetrics and Pediatrics Hospital will stop applying health insurance to regular out-of-office examination activities.

According to the plan, the hospital will stop practicing health insurance (HI) outside of office hours for cases without emergency situations. Regular medical examination activities outside of office hours, including holidays and public holidays, will be switched to service examination or on-demand examination.

For patients with health insurance cards, the hospital continues to ensure the right to medical examination and treatment according to regulations during office hours, from Monday to Friday every week.

For emergency cases, the hospital still receives and treats them at the Emergency Department at any time, even outside office hours, holidays and public holidays. Emergency patients are entitled to health insurance benefits in accordance with current regulations.

Mr. Truong Cong Thanh - Head of the General Planning Department (Ninh Binh Obstetrics and Pediatrics Hospital) said that the adjustment of the above model aims to effectively use human resources, facilities and equipment, while ensuring resources to serve emergency and treatment work.

According to the new plan, from Monday to Friday, the pediatric examination area arranges 2 service examination tables in the hours from 11:30 AM to 1:00 PM and from 5:00 PM to 10:00 PM. From 10:00 PM to 7:00 AM the next morning, one examination table is transferred to operate at the Emergency Department.

On Saturdays, Sundays and holidays, the hospital arranges 3 pediatric examination tables in the on-demand examination area from 7am to 4pm, including one additional table when necessary. From 4pm to 10pm, the hospital arranges 2 examination tables in the off-peak examination area on the 1st floor.

For obstetric and gynecological examinations, from Monday to Friday, the hospital organizes overtime examinations in room 119. On Saturdays, Sundays and holidays, the hospital arranges an on-demand examination table from 7:00 AM to 11:30 AM and from 1:00 PM to 5:00 PM; and maintains an emergency examination table in room 119.

To deploy the new model, the hospital requires departments and rooms to review the technical list, update medical examination and treatment service prices and publicly list them for people to know and choose.

The hospital also built a patient diversion process right from the reception area. Accordingly, emergency cases are transferred to the Emergency Department, while ordinary patients who need out-of-hour examination are guided to the service examination area.

In October 2026, the hospital will organize propaganda and widespread announcements about changing the form of medical examination. Announcement boards are arranged at the Outpatient Department, waiting hall and reception counter; and information is also posted on the hospital's website and fanpage and sent to medical facilities in the area.

Medical staff are responsible for consulting and clearly explaining health insurance benefits, payment levels and service examination forms so that people can proactively choose, avoiding any questions when new policies take effect.

Ninh Binh Provincial Obstetrics and Pediatrics Hospital requests departments and rooms to coordinate synchronous deployment, not to interrupt medical examination and treatment activities; especially to accurately classify patients' conditions, avoiding missing severe cases, affecting emergency care and patients' rights.
