Ho Chi Minh City proposes spending over 618 billion VND for non-specialized workers to quit their jobs
Ho Chi Minh City - The city proposes a one-time support policy for more than 11,000 non-specialized workers who quit their jobs due to organizational restructuring and consolidation.
On October 29th, at the sixth session of the 11th Ho Chi Minh City People's Council, term 2026-2031, the City People's Committee submitted a draft resolution on policies to support non-specialized workers who quit their jobs due to redundancy when rearranging and reorganizing neighborhoods, hamlets, villages, residential areas or due to localities proactively consolidating and rejuvenating staff and improving qualifications.
According to Official Dispatch No. 1550/TTr-UBND dated October 27, the policy is aimed at cases that are not eligible for regime settlement according to Article 10 of Decree 154/2025/ND-CP of the Government.
According to the Ho Chi Minh City People's Committee, from July 1, 2026, the city has rearranged and reorganized 5,947 neighborhoods, hamlets, villages, and residential areas, reducing to 3,923 units, equivalent to a reduction of 34.03%.
In which, 1,555 neighborhoods, hamlets, villages, and residential areas are kept unchanged due to meeting the scale of households, but personnel consolidation is still implemented.
Through a review of 168 commune-level administrative units, as of September 15, 2026, the city identified about more than 11,000 non-specialized workers who need to be considered for support policies.
Among these, about 2,795 people are redundant due to reorganizing neighborhoods, hamlets, villages, residential areas or due to local authorities proactively consolidating, rejuvenating staff, and improving qualifications.
In addition, about 9014 people belonging to two groups of titles prescribed by the Ho Chi Minh City People's Council before the arrangement, including the Secretary of the Youth Union of the neighborhood, hamlet or Head of another branch and the Head of the Women's Union of the neighborhood, hamlet, have resigned from July 1, 2026.
According to the Ho Chi Minh City People's Committee, these cases are not eligible for benefits under Decree 154/2025/ND-CP. Therefore, issuing separate policies from the local budget is necessary to ensure the rights of people who have participated in work at the grassroots level.
According to the proposal, the total budget for policy implementation is more than 618 billion VND, from the city budget.
For the group of about 2,795 redundant people due to reorganizing neighborhoods, hamlets, villages, residential areas or consolidating staff, the expected average support level is about 60 million VND/person. The total estimated cost is 167.7 billion VND.
For the group of about 9014 people belonging to the two positions mentioned above, the expected average support level is about 50 million VND/person, with a total budget of about 450.7 billion VND.
This is the average level for budget calculation, not a fixed level of support for each person.
According to the draft, people who have not reached retirement age are considered for support based on their working time, the number of years or months remaining until retirement age and the current monthly allowance level.
Specifically, people with less than 5 years of service are proposed to receive a one-time allowance equal to 0.8 times the monthly allowance multiplied by the number of months of service; allowance of 1.5 times the current monthly allowance for each year of service and an additional 3 months of allowance to find a job.
For people with 5 years or more of service and under 5 years of retirement age, they are entitled to a one-time allowance equal to 0.8 times the current monthly allowance multiplied by the number of months of early retirement compared to the retirement age; the allowance is equal to 1.5 times the current monthly allowance for each year of service and an additional 3 months of allowance for finding a job.

They are entitled to an allowance equal to 1.5 times the current monthly allowance for each year of service and are entitled to a 3-month job search allowance.
Particularly, people who have reached retirement age or are enjoying retirement benefits, loss of working capacity are proposed to receive a one-time allowance equal to 15 months of monthly allowance currently enjoyed.
