Determine job positions, do not take the number of people and current staff to legitimize the current situation

Politburo member, Secretary of the Party Central Committee, Head of the Central Organization Committee Nguyen Duy Ngoc emphasized this content at the training conference, thoroughly grasping the implementation of the task of building a job position database associated with building a plan to assign personnel in a direct form from the Hanoi bridge point connecting online with bridge points nationwide on the afternoon of October 22, organized by the Central Organization Committee, according to VNA.

Also attending the conference were Mr. Nguyen Van Quang, Secretary of the Party Central Committee, Chief Justice of the Supreme People's Court; members of the Party Central Committee, representatives of leaders of central agencies, ministries, branches, 34 provinces, cities and commune, ward, special zone levels, and relevant agencies. The conference was connected to 3,213 bridge points and with more than 55,000 delegates attending nationwide.

Speaking in conclusion, Head of the Central Organization Committee Nguyen Duy Ngoc said that the Politburo has met and decided to perform the task of determining job positions and completing job position data in 2026.

According to Mr. Nguyen Duy Ngoc, the job position is not a person, a title or an tenured position. The job position answers four questions: What job do you do, what product create, who is responsible and capable?

Mr. Nguyen Duy Ngoc clearly stated that the most important and fundamental task of this deployment is to correctly, fully and uniformly identify the system of job positions; and at the same time clearly state the view of not taking the number of people, ranks, grades, and current staff to legitimize the current situation; not to uniformize one job position with one person, some people converted to the assigned staffing quota; resolutely eliminate individual positions created only due to short stages, unexpected tasks, or differences in ranks.

Mr. Nguyen Duy Ngoc analyzed that it is necessary to study very clearly the policies and development goals of the country associated with the goals and development policies of ministries, branches, localities, provincial and commune levels in describing job positions and determining payroll. And more importantly, payroll must ensure a level corresponding to the job position. From there, the total number of payrolls and salaries can be determined. Payroll after being determined will be assigned to the head of the agency or locality to decide on transfer and allocation.

In implementation, it is necessary to inherit the results of the list of job descriptions and capacity frameworks that have been and have been verified; focus on reviewing the substance, proposing adjustments, integration or removal of positions that are no longer suitable, supplementing new positions when tasks actually arise, ensuring proper authority, unified methods, criteria and data in the entire political system, applying appropriately to the specific nature of work of each bloc, sector, field and area.

Regarding implementation organization, the Head of the Central Organization Committee requested agencies, units, and localities to implement some key tasks on schedule. The Central Organization Committee will summarize and complete the dossier to report to the Politburo in December 2026.

Emphasizing the requirement that specific products must be available by the end of 2026, the Head of the Central Organization Committee noted that in the organization of implementation, training materials, answering content and good and effective questions and ways of doing things will be publicly updated regularly on the Electronic Information Portal of the Communist Party of Vietnam to unify research and implementation.
