The Deputy Prime Minister proposed to study and select Hanoi and a representative locality to organize pilot implementation of job placement.
This content was requested by Secretary of the Party Central Committee, Deputy Prime Minister Pham Thi Thanh Tra at the meeting of the Steering Committee for reviewing and completing the system of job positions associated with building a contingent of cadres and managing staff under the Government's management scope on October 19.
Emphasizing that the remaining time of 2026 is not much, while the workload is large and complex, the Deputy Prime Minister requested ministries, branches, and localities to uphold the spirit of responsibility, proactively review the functions, tasks, authority and workload of their agencies and units; closely coordinate in building and completing methods and job position data.
The Deputy Prime Minister also assigned specific tasks to each ministry, agency, and locality. In which, the Ministry of Home Affairs coordinates with the Central Organization Committee to urgently develop a plan to complete the job position system in the state administrative system, accompanied by specific guidelines and forms, ensuring scientific, synchronous, easy-to-understand, easy-to-implement, and at the same time suitable to the specifics of ministries, ministerial-level agencies and local authorities at 2 levels.
At the same time, complete and supplement the framework regulations on the list of job positions, job descriptions, capacity frameworks, methods and standards, and job position norms for ministries, ministerial-level agencies and local authorities.
For ministries, ministerial-level agencies and localities, the Deputy Prime Minister requested to urgently review and improve the functions, tasks, and authority of affiliated agencies and units and non-business units.

Regarding data, the Deputy Prime Minister assigned the Ministry of Public Security to coordinate the deployment of the job position database; the Ministry of Home Affairs is in charge of data on cadres, civil servants, and public employees, ensuring that the systems can be connected and interconnected when completed. This is the basis for unified and synchronous personnel management throughout the political system.
To test the method before widespread deployment, the Deputy Prime Minister proposed to study and select Hanoi and a representative locality to organize pilot implementation of job position building.
Through pilot implementation, functional agencies will draw experience, improve methods and ways of organizing implementation, ensuring that the construction of the job position system is deployed synchronously, closely to reality and meets the management requirements of the contingent of cadres, civil servants, and public employees in the new period.
On October 17, the Politburo issued Conclusion No. 107-KL/TW on completing the system of job positions in the political system associated with building a contingent of cadres and managing staff.
According to the requirements in the conclusion, in 2026, it is necessary to complete a unified job position database in the political system; focus on reviewing, arranging, restructuring human resources and developing a plan to assign payroll for the period 2027-2031, and reporting to the Politburo in the fourth quarter of 2026.
