Proposal to use VNeID to authenticate data of officials, civil servants, and public employees

The Ministry of Home Affairs is seeking opinions on the draft Decree amending and supplementing a number of articles of Decree No. 27/2026/ND-CP of the Government regulating the National Database on cadres, civil servants, and public employees.

The draft specifies the means to update and exploit the national database.

Another thing is also amended to regulate the foundation for managing national cadres, civil servants, and public employees, which clarifies the content, relationship with the national database, methods of authentication and identification through the VNeID platform as well as regulations on the basic functions of the platform as a basis for construction and development.

Along with that is the amendment and supplementation of regulations on data sources collected and updated into the national database implemented through the national cadre, civil servant, and public employee management platform, along with the exploitation and use of the national database on cadres and civil servants.

In addition to adjustments related to the components of electronic dossiers, resume templates and lists of data of cadres, civil servants, and public employees, the draft decree also adjusts the creation and updating of data associated with the cadre work process.

Accordingly, the draft amends and supplements an article on the method of collecting and updating data into the National Database on cadres, civil servants, and public employees to expand the synchronous data source and clarify the method of directly updating information and data.

Along with that, the draft also adjusts regulations to be consistent with the creation of electronic records on the National Database in the spirit of centralized and unified management through the national database, the foundation for managing national cadres, civil servants, and public employees; and at the same time supplements regulations on creating electronic records for cases where cadres, civil servants, and public employees are no longer working.

The drafting agency orients regulations on the process of updating data and electronic dossiers associated with professional processing procedures using electronic methods, consistent with the use of national databases, the foundation for managing national cadres, civil servants, and public employees, as well as synchronized with Regulation 211-QD/TW of the Secretariat.

Regarding identification and authentication through the VNeID platform, the draft decree amends and supplements the method of exploiting the National Database on cadres, civil servants, and public employees.

Thus, the draft has uniformly stipulated the use of personal identification numbers (electronic hồ sơ identification codes) as access accounts and the use of authentication and identification methods through the VNeID platform.

The draft also stipulates strengthening solutions to ensure network security and safety, using the VNeID platform built and managed by the Ministry of Public Security as a platform for authentication and identification for cadres, civil servants, and public employees when using the National Database on cadres, civil servants, and public employees; the national cadre, civil servant, and public employee management platform.
