Cleaning and identifying 12 million document and certificate data on VNeID in October
The Prime Minister requested to clean up and attach identification numbers to 12 million document and certificate data on VNeID, to be completed before October 30, 2026.
This content is stated in Notice No. 510/TB-VPCP of the Government Office on the conclusion of Politburo Member, Prime Minister Le Minh Hung - Head of the Central Steering Committee for Science, Technology, Innovation and Digital Transformation at the thematic session on science, technology, innovation and digital transformation contributing to socio-economic development and evaluating the results of work in the third quarter of 2026.
In the notice, the Prime Minister requested ministries and agencies: Education and Training, Home Affairs, Health, Agriculture and Environment, Justice, Finance; Supreme People's Court to focus maximum resources, urgently overcome and thoroughly handle existing problems and limitations to ensure the completion of tasks with databases (CSDL) assigned according to the Prime Minister's direction in Document No. 9690/VPCP-CDS dated September 23, 2026.
In which, focus on prioritizing and creating clear changes with the database of the Education and Training sector, the national database on social security, the national database on cadres, civil servants, public employees, the national database on health, to be completed before November 30, 26; for the database of judgments and decisions, to be completed before June 30, 2027.
By the end of 2027, the work of surveying, mapping cadastral maps, preparing cadastral records and completing the national database on land will be basically completed.
Request the Ministry of Education and Training to urgently deploy synchronously the data of transcripts, diplomas, and certificates to be integrated on VNeID and direct educational institutions to clean up and attach identification numbers to 12 million diploma and certificate data on VNeID, to be completed before October 30, 2026.
The Ministry of Finance shall preside over and coordinate with the Ministry of Foreign Affairs and the Ministry of Public Security to urgently remove difficulties in the collection and use of fees and charges in the process of deploying electronic judicial record cards for Vietnamese citizens abroad, to be completed in October 2026.
The Ministry of Agriculture and Environment shall preside over and coordinate with the Ministry of Public Security to accelerate the synchronous progress of land use right certificates to be integrated on VNeID and urge and guide localities to connect with the electronic identification system so that citizens can enjoy preferential rates of fee reduction according to Resolution 66.22/2026/NQ-CP on digital citizen development, to be completed before November 30, 2020.
The Ministry of Science and Technology urgently completes the appraisal of the public digital signature service system and organizes the deployment of free digital signatures on VNeID; to be completed in November 2026.
The Ministry of Public Security ensures that the new National Public Service Portal and the Administrative Procedure Resolution Coordination System operate stably and safely; improve efficiency, thoroughly handle technical errors; complete the integration of 82 essential administrative procedures before October 31, 2026.
