Accelerate the synchronization of land use right certificates for integration on VNeID
Prime Minister Le Minh Hung requested the two ministries to accelerate the synchronization of land use right certificates for integration on VNeID.
On September 28, Politburo Member, Prime Minister Le Minh Hung - Head of the Central Steering Committee for Science, Technology, Innovation and Digital Transformation (CĐS), chaired the first meeting of the Steering Committee after consolidating according to Decision No. 208-QD/TW of the Politburo.
Concluding, Prime Minister Le Minh Hung pointed out that the creation, connection, and sharing of data is still a major bottleneck. Reducing administrative procedures based on data still has limitations; there is still a situation of requiring people to submit paper dossier components already in the database (CSDL). The National Public Service Portal is not operating as effectively as expected.
There are still 35 ministries, agencies, and localities that have not implemented policies to support people specializing in DS and network security according to Decree No. 179/2025/ND-CP.
Regarding definitively handling slow and late tasks, the Prime Minister requested ministries and agencies to urgently complete 27 overdue tasks.
Ministries, agencies, and localities review all assigned tasks in the resolutions, programs, and conclusions of the Steering Committee, focus on drastic implementation to ensure quality and on time, and not to let new overdue tasks arise.
The Prime Minister requested the Ministry of Education and Training to overcome network security issues and synchronously deploy transcripts, diplomas and certificates to be integrated on VNeID, to be completed before October 30, 2026; direct educational institutions to clean up and attach identification numbers to 12 million diploma and certificate data on VNeID, to be completed before October 30, 2026.
The Ministry of Agriculture and Environment coordinates with the Ministry of Public Security to accelerate the synchronous progress of land use right certificates to be integrated on VNeID and urge and guide localities to connect with the electronic identification system so that citizens can enjoy preferential rates of fee reduction according to Resolution 66.22/NQ-CP on the development of Digital Citizens, to be completed before October 30, 2026.
The Ministry of Science and Technology urgently completes the appraisal of the public digital signature service system and organizes the deployment of free digital signatures on VNeID; complete before October 15, 2026.
The Ministry of Industry and Trade shall preside over and coordinate with the Ministry of Science and Technology and the Ministry of Finance to develop a pilot plan to create the first order for strategic technology products, and submit it to competent authorities in the second quarter of 2027.

The Ministry of Science and Technology shall preside over and coordinate with ministries, agencies, and localities to review and thoroughly remove bottlenecks in commercializing research results; urgently propose amendments, supplements, and improvements to legal regulations on science and technology exchanges, and report to the Prime Minister in October 2026.
The Ministry of Science and Technology urgently researches and reviews the promulgation of regulations on the operation and common operating mechanism of research and testing centers and key national laboratories, to be completed in the first quarter of 2027.
Ministries, branches, and localities complete the Data Management Framework, clearly define the managing agency, responsibility for updating; implement periodic cross-checks between databases, thoroughly handle inconsistent data status; complete assigned tasks according to the set schedule to deploy the National Digital Overall Architecture Framework, which promulgates the digital architecture framework of ministries, agencies, and localities before January 29, 2027.
