Submitting to the National Assembly for approval the Law on National Defense (amended) at the 3rd Session
At the 3rd Session (May 2027), the National Assembly is expected to consider and pass the Law on National Defense (amended); the Law on Inspection (amended).
On September 30, information from the National Assembly Office said that Politburo Member, National Assembly Chairman Tran Thanh Man signed and issued Resolution No. 20/2026/UBTVQH16 on the 2027 Legislative Program.
Accordingly, the National Assembly Standing Committee decided to submit to the National Assembly for consideration and approval at the 3rd Session, 16th National Assembly (May 2027) for 9 draft laws.
They are: Law on Water Supply and Drainage; Law on Militia and Self-Defense Forces (amended); Law on Hydro-Meteorological Forecasting (amended); Law on Natural Disaster Prevention and Control (amended); Law on Building Materials; Law on National Defense (amended); Law on Inspection (amended); Law amending and supplementing a number of articles of the Law on Environmental Protection Tax; Law amending and supplementing a number of articles of the Law on Organization of the People's Procuracy.
The National Assembly Standing Committee also decided to submit to the National Assembly for consideration and approval at the 4th Session of the 16th National Assembly (October 2027) for the following 12 draft laws:
Law on Occupational Safety and Health (amended); Law on Enterprises (amended); Law on Dikes (amended); Law on Geology and Minerals (amended); Law on National Defense and Security Education (amended); Law on Diplomatic Titles; Law on Commercial Reconciliation; Law on Administrative Procedure Control; Law on Cultivation (amended); Law amending and supplementing a number of articles of the Law on Science, Technology and Innovation; Law amending and supplementing a number of articles of the Law on Export Tax, Import Tax; Law amending and supplementing a number of articles of the Law on Road Traffic Order and Safety.
At the same time, submit to the National Assembly Standing Committee for consideration and approval in 2027 for 1 draft ordinance and 1 draft resolution as follows:
Ordinance amending and supplementing a number of articles of the Ordinance on Prevention and Combat of Prostitution; Resolution of the National Assembly Standing Committee on the level of expenditure for organization and operation of social insurance and unemployment insurance for the period 2028-2030.
Assign the submitting agency, the appraisal agency, and the expected progress of submitting draft laws, ordinances, and resolutions as in the Appendix attached to this Resolution.
It is proposed that the Government direct, urge, and inspect the agency assigned to preside over the drafting, and preside over the reception and revision to ensure the quality and progress of submitting to the National Assembly and the National Assembly Standing Committee.
At the same time, spend adequate time to discuss and give opinions on the project and the content of explanation, absorb opinions from National Assembly deputies; develop and promulgate detailed regulations to ensure effectiveness at the same time as the effectiveness of laws, ordinances, and resolutions.
