The requirement set for the 2nd Session of the 16th National Assembly is not only to complete the dossier on time, but also to ensure the highest quality and be implemented immediately.

On September 29, Politburo Member, Secretary of the Government Party Committee, Prime Minister Le Minh Hung and Politburo Member, Secretary of the National Assembly Party Committee, National Assembly Chairman Tran Thanh Man co-chaired the Conference of the Standing Committee of the National Assembly Party Committee with the Standing Committee of the Government Party Committee on the content and program of the 2nd Session, 16th National Assembly.

Assessing the volume of work of the 2nd Session as very large, National Assembly Chairman Tran Thanh Man proposed that the two sides consider draft laws and resolutions that can shorten the process in one session, and contents that must be approved in many sessions.

The National Assembly Chairwoman clearly stated that the spirit is urgent, positive but also cannot be subjective; not only coordinate to complete the Session program, but must coordinate to improve the quality of the National Assembly's decisions and the Government's implementation; not only handle dossiers but must handle policies, especially the requirement of preventing and combating corruption and negativity; not only clearly state the progress but also clearly state the ultimate responsibility for each product.

The National Assembly Chairwoman emphasized the requirement to strongly shift from coordination according to procedures to accompanying from the beginning in policies; quality must be one step ahead of schedule, done firmly from the beginning; handling work not to be pushed to the end of the term; implementation must be considered a part of legislative quality, right from the preparation stage.

Assessing from now until the opening day of the Session as a peak period, the National Assembly Chairwoman proposed "3 disciplines": Discipline for progress, not allowing delays in dossiers; discipline for quality, not bringing issues that are not mature and unclear to the National Assembly for discussion; discipline for responsibility, not allowing common matters to have no one to take responsibility to the end.

Speaking at the working session, Prime Minister Le Minh Hung said that the Government and the Prime Minister have focused on directing ministries and agencies to urgently develop and submit for promulgation documents detailing laws and resolutions that have taken effect; to date, there are no more overdue documents.

The Prime Minister said that to prepare for the 2nd Session, the Government Party Committee has led and directed the drafting agencies to focus on completing draft laws and resolutions, and developing reports and submissions to ensure quality and timeliness.

The Prime Minister clearly stated that the requirement is not only to complete the dossier on time, but also to ensure the highest quality, correct policies, clear regulations, synchronization, feasibility and immediate implementation after being approved.

The spirit is to prepare early, coordinate from the beginning, and thoroughly handle each issue for the National Assembly to approve with high consensus and deploy immediately after the Session. If the issue is clear, then agree immediately; if there are still different opinions, it is necessary to proactively coordinate to exchange and clarify to determine the plan and handling time.

Based on the review of ministries and practical requirements, the Standing Committee of the Government Party Committee proposed that the Standing Committee of the National Assembly Party Committee consider a number of contents on the program of the 2nd Session and pay attention to and direct the National Assembly's agencies to closely coordinate in appraisal, reception, and revision of draft laws and resolutions expected to be submitted to the National Assembly at the Session.
