Suing 13 units and businesses for late and evading social insurance contributions

More than 200,000 workers' rights affected

On October 6th, Hanoi Social Insurance announced a list of 23,688 units and businesses that are late or evading social insurance, health insurance, and unemployment insurance with a total amount of thousands of billions of VND.

According to Hanoi Social Insurance, by the end of September 2026, the amount of interest that businesses and units have to calculate for late social insurance payments is 1,846.8 billion VND; the amount of late payments of units that stopped transactions is 2,075.1 billion VND... The fact that businesses and units are late and evade social insurance payments affects the rights of more than 200,000 workers.

According to Mr. Vu Duc Thuat - Deputy Director of Hanoi Social Insurance, reality shows that when businesses are late in paying or evading social insurance for a long time, employees are the most directly affected subjects. Many cases encounter difficulties in resolving sickness, maternity, occupational accident, occupational disease or unemployment benefits. In particular, when terminating labor contracts or moving to new units, employees may not be fully certified for social insurance participation process to serve as a basis for enjoying benefits according to regulations.

Worryingly, many workers only detect that businesses owe social insurance when carrying out procedures to enjoy benefits or quit their jobs. Meanwhile, the amount of social insurance contributions has been deducted by businesses from employees' monthly salaries but has not been fully deposited into the social insurance fund" - Mr. Vu Duc Thuat assessed.

472 turns of people receiving social insurance and unemployment insurance benefits in violation of regulations detected

To minimize the situation of prolonged delays and evasion of social insurance contributions, over the past time, Hanoi Social Insurance has synchronously implemented many solutions. In which, focusing on propaganda and dissemination of policies and laws to raise the awareness of compliance of employers, helping workers understand their rights and responsibilities. Along with sending documents urging and reminding, the Social Insurance agency also invites units to work, sign commitments to partially or fully remedy the debt amount. Establish specialized inspection teams at units and businesses...

It is known that in September 2026, Hanoi Social Insurance conducted inspections at 307 units. As a result, after inspection, the amount of late payment at the time of issuing the inspection decision was 86.8 billion VND, the amount of late payment that employers still have to implement according to the correction document is 22.3 billion VND; requesting units to pay and retroactively pay social insurance, health insurance, and unemployment insurance for 943 workers who have not participated, paid incompletely for subjects, paid insufficiently for the time and paid at the wrong level, the total amount of retroactive payment requested is 6.2 billion VND; requesting retroactive reduction for 25 workers who paid overtime and over the level of contribution with a total amount of 138.1 million VND. At the same time, Hanoi Social Insurance discovered 472 turns of people enjoying social insurance and unemployment insurance benefits in violation of regulations with a total amount to be recovered to the social insurance and unemployment insurance fund of more than 800 million VND...

In particular, Hanoi Social Insurance continues to coordinate with the People's Procuracy in urging the recovery of late payments and protecting workers' rights. As of the end of September 30, the People's Procuracy of Hanoi City and other areas have urged 2,799 units, after urging the recovery of 162.2/301.5 billion VND, reaching 42.42%.

To date, 7 regional People's Procuracies have decided to sue 13 units with a total debt of 54.6 billion VND, of which principal is 27.8 billion VND and interest is 26.8 billion VND.
