Dialogue to remove obstacles regarding social insurance policies

Over the past time, the Provincial Social Insurance has proactively dialogued and met with businesses to propagate social security policies for workers and laborers. Typically, on October 19, Phu Tho Provincial Social Insurance organized a dialogue conference on social insurance and health insurance (HI) policies with businesses in communes and wards under the management of the unit.

Speaking to direct the conference, Mr. Nguyen Duy Phuong, Director of Phu Tho Provincial Social Insurance, requested units to propose practical solutions to contribute to improving the effectiveness of implementing compulsory insurance policies, ensuring the rights of businesses and employees.

Leaders of Phu Tho Provincial Social Insurance emphasized the responsibility of employers to comply with the law on social insurance and health insurance. At the same time, he requested businesses to proactively exchange with social insurance agencies when encountering difficulties in the process of implementing policies or resolving regimes for employees, thereby promptly removing obstacles and ensuring rights according to regulations.

At the conference, Mr. Nguyen Quang Ngoc - Deputy Head of Revenue Management and Participant Development Department, Phu Tho Provincial Social Insurance disseminated new regulations of the Law on Social Insurance No. 41/2024/QH15, Law No. 51/2024/QH15 amending and supplementing a number of articles of the Law on Health Insurance and related guiding decrees, including Decree No. 158/2025/ND-CP, Decree No. 159/2025/ND-CP, Decree No. 188/2025/ND-CP, Decree No. 274/2025/ND-CP and Decree No. 293/2025/ND-CP.

The discussion session recorded many questions from representatives of employers.

The content focuses on regulations on contribution levels, methods of participating in social insurance, health insurance, and unemployment insurance (BHTN) for non-salaried managers; participation in social insurance for seasonal workers, people working under short-term contracts; electronic transaction procedures and settlement of sickness and maternity benefits.

Representatives of professional departments of provincial social insurance directly answer issues of concern to businesses, helping units better understand regulations and implementation methods. Dialogue activities also create conditions for social insurance agencies to receive feedback from practice, improve the effectiveness of guidance and support for employers in the process of fulfilling insurance obligations.

Coordinating to handle the situation of late payment of social insurance

In addition to dialogue activities, Phu Tho Provincial Social Insurance and its affiliated units strengthen coordination with functional agencies to propagate and disseminate laws, and at the same time urge businesses to fully fulfill their obligations to pay insurance for employees.

Vinh Tuong Grassroots Social Insurance coordinated with the People's Procuracy of Region 10 to organize propaganda and dissemination of legal regulations on social insurance and the Coordination Regulations between Phu Tho Provincial Social Insurance and the People's Procuracy of Phu Tho province. The working session was attended by representatives of 36 enterprises that are late in paying social insurance in the area.

Here, representatives of the two units disseminated key contents related to policies and laws on social insurance, health insurance, and unemployment insurance; analyzed regulations on late payment and evasion of social insurance and the responsibilities of employers in registering to participate, deducting and fully paying insurance premiums on time for employees.

Businesses are also informed about the purpose, meaning and content of coordination between the Social Insurance agency and the People's Procuracy according to the Regulations. Through this, units have more information to raise awareness of law compliance and proactively overcome shortcomings in the process of implementing insurance policies.

Notably, on the same working day, 19 out of a total of 36 enterprises that have paid 571 million VND of social insurance money were still late in payment. The remaining 17 enterprises committed to completing their obligations in the following days.

This result shows that coordinating propaganda and working directly with businesses contributes to promoting the process of fulfilling insurance obligations. However, ensuring long-term benefits for employees also depends on businesses fulfilling their commitments and maintaining full and timely insurance contributions.

According to Phu Tho Provincial Social Insurance, dialogue with businesses is one of the important communication channels, contributing to strengthening the connection between management agencies and employers.

Through working sessions, policy obstacles are answered, while the responsibility of businesses to employees continues to be emphasized.

Coordination with the People's Procuracy also contributes to improving the effectiveness of law enforcement, preventing, detecting and promptly handling violations in the field of social insurance according to their authority.

In the context that insurance benefits are directly linked to employment, income and the ability to enjoy regimes of workers, strengthening dialogue, guidance and urging businesses to fulfill their obligations is of practical significance.

Through this, Phu Tho Provincial Social Insurance aims to ensure the legitimate and lawful rights and interests of workers, contributing to the implementation of social security policies and building harmonious and stable labor relations.
