Ho Chi Minh City Social Insurance guides on receiving and using electronic social insurance books
Ho Chi Minh City Social Insurance provides detailed instructions on how to receive and use electronic social insurance books with legal value equivalent to paper books when people resolve regimes.
On October 5th, Ho Chi Minh City Social Insurance (BHXH) announced that the electronic social insurance book has the same legal value as a paper book, and is used in administrative transactions, when resolving social insurance, unemployment insurance (BHTN), health insurance (BHYT) regimes, and when transferring social insurance contribution processes between units.
To deploy synchronously, Ho Chi Minh City Social Insurance requests employers, management agencies of subjects only participating in health insurance and organizations supporting the development of subjects to guide 100% of participants to install and register VNeID level 2 accounts, VssID applications, and provide accurate personal email addresses.
For cases where employees have not updated email information, the unit summarizes and sends it to the social insurance agency under management through electronic dossier 608 to update into the industry's management software. After receiving enough email data from the unit, the social insurance agency will notify the specific time to send the electronic social insurance book to each person's personal mailbox.
The Ho Chi Minh City Social Insurance Agency notes that the registered email address must belong to an individual, not an email issued by an organization. Participants must proactively control their mailbox accounts, absolutely not provide passwords to others to avoid data leakage and profiteering from the social insurance fund, and at the same time ensure compliance with regulations on protecting state secrets in the fields of national defense, security and social order and safety. If the unit provides inaccurate email information affecting the rights of participants, the unit will be fully responsible.
Electronic social insurance books are sent to the electronic data warehouse and the VssID application, ensuring the principle that each social insurance code has only one electronic copy or a separate copy with unique validity, and the system will recall or invalidate the old copy. The social insurance agency only prints paper social insurance books when participants request it.
For participants who have been issued electronic social insurance books, people only need to access the VssID application to receive and use data when transacting dossiers on collection - books, cards and settling social insurance and unemployment benefits. Social insurance agencies will not require them to submit social insurance books or separate paper copies for these cases.
Similarly, for employees who are participating in social insurance or have preserved it before October 1, 2026 but have not been issued electronic books, they will still continue to use books and separate paper copies to carry out transactions. Ho Chi Minh City Social Insurance requests units, organizations, and individuals to coordinate in implementation; if problems arise, they should proactively contact the directly managing social insurance agency for timely guidance.
