Localities should study and develop plans to arrange commune-level administrative units, without causing disruption, and report to competent authorities for consideration and decision.

In Conclusion No. 76-KL/TW of the Central Executive Committee on continuing to improve and effectively operate the overall organizational model of the political system, the 2-level local government model, there are regulations on researching and implementing the arrangement of commune-level administrative units (UAs).

The conclusion assigned provincial and city Party committees to, based on the actual situation of the area, management requirements, serving the people and development orientations in each period, proactively review administrative units that do not fully meet standards, conditions or have unreasonable issues arising during operation.

Based on the criteria, principles, conditions and procedures prescribed by the Central Government, develop an adjustment plan if truly necessary, ensuring science, caution, creating social consensus, not causing disruption, and report to competent authorities for consideration and decision.

Proactively lead and direct tasks under their authority, promptly remove difficulties and obstacles arising in the locality; and at the same time be fully responsible for the effectiveness and efficiency of operating the new model in the locality.

At the same time, in Plan No. 06-KH/TW of the Politburo implementing Conclusion No. 76-KL/TW, it has assigned the Standing Committees of provincial and city Party committees to "proactively review administrative units that do not fully meet standards, conditions or have unreasonable issues arising during operation; develop adjustment plans, and report to competent authorities for consideration and decision".

The whole country currently has 705 commune-level administrative units that do not meet the standards for population and area. However, the continued arrangement will not be implemented simultaneously but based on the specific conditions and characteristics of each locality.

In Quang Ngai province, according to Conclusion Notice No. 1032/TB-UBND, dated September 30, 2026, the Chairman of Quang Ngai Provincial People's Committee assigned the Department of Home Affairs to study and refer to the practical experience of localities and update the guidelines, directions, and orientations of the Central Government on organizing the model of commune-level administrative units, as a basis for building a plan to arrange commune-level administrative units in the province; complete before October 15, 2026.

Previously, on August 14, the Quang Ngai Provincial Party Committee had Document No. 782-CV/TU sent to the Provincial Party Committee and People's Committee on the implementation of building a plan to adjust commune-level administrative units.

The Quang Ngai Provincial Party Committee clearly stated that in order to continue to deploy the adjustment of commune-level administrative units, it requests the Provincial Party Committee and People's Committee to urgently review commune-level administrative units that lack criteria on natural area and population size according to regulations, and inadequacies in leadership, direction, and administration of socio-economic development of the locality.

Develop an overall plan to adjust commune-level administrative units for units lacking criteria on natural area and population size; commune-level administrative units that need to be adjusted to overcome inadequacies arising in the operation process in order to expand the development space of economic zones and tourist areas; form commune-level urban administrative units that are the nucleus and lead the development in the region.

At the working session of Inspection and Supervision Delegation No. 229 of the Politburo, Secretariat with the Standing Committee of Lao Cai Provincial Party Committee on September 30, Secretary of the Party Central Committee, Deputy Prime Minister Pham Thi Thanh Tra requested Lao Cai when consolidating the organizational structure and arranging commune-level administrative units to calculate comprehensively, based on practical conditions, room and development potential of each area, avoiding unnecessary disruption.
