Arranging commune-level administrative units that do not meet standards associated with arranging cadres and civil servants

The whole country currently has 705 commune-level administrative units (UAs) that have not met the standards. According to the Central Government's orientation, localities that find it really necessary to adjust, based on management practices and the legitimate aspirations of the people, should propose to competent authorities to decide.

Implementing this content, Phu Tho Provincial People's Committee has issued document No. 16474/UBND-TH5 on the implementation of research on arranging commune-level administrative units.

Phu Tho Provincial People's Committee assigned the Department of Home Affairs to preside over and coordinate with departments, agencies, branches, and People's Committees of communes and wards to study, review, and advise the Provincial People's Committee on arranging commune-level administrative units in the direction of adjustment at the necessary level, in accordance with the Central Government's guidelines and directives and the province's actual situation.

Do not implement simultaneous arrangement and adjustment to avoid disruption, ensuring stable, efficient, effective, and effective operation of the apparatus; proactively research and propose promptly and in accordance with new regulations related to special economic zones and urban development.

Coordinate with the Provincial Party Committee's Organization Board to review, arrange, and arrange the contingent of cadres and civil servants, especially leaders and managers from the provincial level to the grassroots level, ensuring compliance with task requirements, job positions and personnel capacity; advise and propose to the Provincial People's Committee to report to the Standing Committee of the Provincial People's Committee Party Committee according to regulations.

The specific deadline is to report the implementation results to the Provincial People's Committee before September 15.

In Notice No. 867/TB-UBND of Quang Ngai Provincial People's Committee, there were instructions on the plan to adjust commune-level administrative units.

In which, assigning the Department of Home Affairs to urgently develop a plan to adjust commune-level administrative units according to the requirements and orientations of the Provincial Party Committee Standing Committee in Official Dispatch No. 782-CV/TU dated August 14, 2026.

Based on the advice content of the Department of Home Affairs, assign the Office of the Provincial People's Committee to exchange with the Office of the Party Committee of the Provincial People's Committee to arrange a working session for the Standing Committee of the Party Committee of the Provincial People's Committee to exchange and give unified opinions before reporting to the Standing Committee of the Provincial Party Committee according to regulations.

The review and development of adjustment plans for communes and wards that lack criteria on natural area, population size or have inadequacies in leadership and management of socio-economic development must be completed in August 2026.

The province will focus on considering urban areas, communes that were formerly district centers with potential for developing into wards; areas associated with economic zone planning, national tourist area and development orientations according to the Resolution of the Provincial Party Congress.

Develop an overall plan for commune-level administrative units that do not meet the criteria for natural area, population size or have inadequacies arising in the operation process after arrangement.

The adjustment aims to expand the development space, improve the efficiency of state management, create conditions for the development of economic zones and tourist areas, and at the same time form commune-level urban administrative units with a core role, leading development in each region.

For communes that were formerly district centers and have the potential to develop into wards, the completion of administrative units will be associated with urban planning, synchronous infrastructure investment, promoting urbanization and creating new development momentum for the locality.

In Ho Chi Minh City, the Standing Committee of the Ho Chi Minh City Party Committee directed agencies, units, and localities in the area to urgently review and report on plans to adjust and arrange commune-level administrative units before August 30.
