Draft on policies to attract and develop high-quality human resources
On August 27, Khanh Hoa Provincial People's Committee submitted to the Provincial People's Council a draft Resolution stipulating policies to attract and develop high-quality human resources in the fields of science and technology, innovation and digital transformation.
According to the draft, the policy is applied to high-quality human resources working in Party agencies, the Vietnam Fatherland Front, state administrative agencies and public non-business units under Khanh Hoa province.
After being recruited and admitted to work as civil servants, public employees, and high-quality human resources will be supported once according to qualifications. In which, professors are supported with 1.5 billion VND; associate professors 1.2 billion VND; doctors 1 billion VND; masters 300 million VND and bachelors 250 million VND.
In addition to the above support, subjects subject to attraction are also prioritized to be arranged for official housing or supported with accommodation costs during the committed working period in the province, with a maximum level of 5 million VND/month.
The draft also proposes policies to encourage high-quality human resources with achievements in the process of working in the province.
Accordingly, those who win prestigious national and international awards in science and technology and innovation will be proposed by agencies and units to enjoy a corresponding level of support and encouragement, up to 50 million VND/prize.
For research achievements, the proposed reward level is 50 million VND for each patent granted in Vietnam and 100 million VND for each patent published internationally.
Khanh Hoa needs about 105 high-quality personnel
According to Khanh Hoa Provincial People's Committee, preliminary survey results of the Department of Science and Technology on the demand for science and technology human resources, innovation and digital transformation in the area show that in the period 2026-2030, the province is expected to attract about 105 high-quality human resources.
Among these, the demand for human resources with doctoral degrees is 21 people, master's degrees 14 people; human resources with excellent and excellent university degrees 64 people and 6 professors, associate professors, and senior experts.
Manpower demand mainly focuses on the fields of digital transformation, information technology, data, artificial intelligence and key science and technology fields.
The development of policies to attract and develop high-quality human resources is proposed by Khanh Hoa Provincial People's Committee in the context that the locality identifies a large demand for human resources serving science and technology, innovation and digital transformation in the 2026-2030 period.
Tomorrow (August 28), Khanh Hoa Provincial People's Committee will coordinate with Lao Dong Newspaper to organize the Workshop "Building Human Resources - Key to Bringing Khanh Hoa to Sustainable Development".
The workshop was attended by nearly 200 delegates from departments, localities, higher education institutions, vocational education institutions and businesses throughout the province.
The workshop was organized to clearly identify the current situation of human resources, forecast labor demand in the coming time; and exchange solutions to connect training with business needs, gradually removing the shortage of human resources, especially skilled and skilled workers.
