Deputy Prime Minister Nguyen Van Thang takes on additional tasks
Deputy Prime Minister Nguyen Van Thang was assigned to be the Head of the National Steering Committee for ODA and concessional loans.
Politburo Member, Prime Minister Le Minh Hung has just signed Decision No. 1659/QD-TTg dated August 26, 2026 on consolidating the National Steering Committee for ODA and concessional loans.
Accordingly, the Head of the Steering Committee is a member of the Party Central Committee, Deputy Prime Minister Nguyen Van Thang.
The Deputy Head of the Steering Committee is Deputy Minister of Finance Tran Quoc Phuong.
Members of the Steering Committee include: Deputy Chairman of the Government Office Don Tuan Phong; Deputy Minister of Foreign Affairs Nguyen Minh Hang; Deputy Minister of Justice Dang Hoang Oanh; Deputy Minister of Agriculture and Environment Dang Ngoc Diep; Deputy Minister of Construction Nguyen Danh Huy; Deputy Minister of Industry and Trade Phan Thi Thang; Deputy Minister of Health Le Duc Luan; Deputy Minister of Education and Training Doan Trung Kien; Deputy Governor of the State Bank of Vietnam Nguyen Ngoc Canh; Vice Chairman of Hanoi People's Committee Nguyen Xuan Luu; Vice Chairman of Ho Chi Minh City People's Committee Hoang Nguyen Dinh.
This Decision takes effect from August 26, 2026 and replaces Decisions No. 248/QD-TTg dated March 26, 2024, No. 249/QD-TTg dated February 7, 2025 and No. 1065/QD-TTg dated June 2, 2025 of the Prime Minister on consolidating the National Steering Committee on ODA and concessional loans.
The National Steering Committee on ODA and concessional loans has been established by the Prime Minister with the task of researching and proposing to the Prime Minister guidelines, policies, and orientations to attract, manage and effectively use ODA capital and concessional loans of donors.
In addition, it helps the Prime Minister direct and coordinate inter-sectorally in solving important inter-sectoral issues in the process of preparing and implementing programs and projects using ODA capital and concessional loans such as: Managing and coordinating flexibly to promptly remove obstacles or helping the Prime Minister direct the resolution of obstacles beyond the authority of ministries, branches, and localities arising in the process of organizing management and implementation of programs and projects using ODA capital and concessional loans.
The Steering Committee also helps the Prime Minister to urge ministries, ministerial-level agencies, government-attached agencies and localities in implementing important inter-sectoral issues in attracting, managing and using ODA capital and concessional loans from donors.
