Gia Lai requests to reduce 350 commune-level officials and civil servants

After arrangement, Gia Lai province has 135 communes and wards. The work of arranging and arranging cadres and civil servants (CBCC) is being implemented synchronously, ensuring that agencies in the commune-level political system go into operation from July 1, 2025.

Currently, the whole province has 8,651 officials and employees working in the commune-level political system, including 3,698 people belonging to the Party bloc, Vietnam Fatherland Front and socio-political organizations at the commune level and 4,953 people belonging to the commune-level government bloc.

According to the plan for arranging and arranging commune-level civil servants and public employees of the Gia Lai Provincial Party Committee's Organization Committee, through review, 37 localities arranged the number of civil servants and public employees at Party agencies and agencies of the Vietnam Fatherland Front Committee at the commune level exceeding the assigned payroll, requiring a reduction of 213 civil servants and public employees.

In the government sector, 30 localities have the current number of officials and civil servants exceeding the assigned payroll, requiring a reduction of 137 officials and civil servants before September 30, 2026, ensuring the number of payroll according to regulations.

According to the Gia Lai Provincial Party Committee's Organization Board, some localities have arranged CBCCs that are not suitable for job positions, training majors or fields directly in charge before July 1, 2025.

The allocation of officials and civil servants between communes, wards and between fields of work is not truly balanced, and there is still a situation of local surplus and shortage compared to the assigned staff and job position requirements.

The workload arising in some communes and wards has a large difference, while personnel adjustments are not timely. A part of officials and employees still face difficulties in adapting to the new working environment; management skills, digital technology application and work handling coordination are not uniform.

The review, arrangement, and rearrangement of officials and civil servants between communes and wards aims to ensure the correct staffing targets, in accordance with job positions, meeting the requirements of tasks and capacity of each person. Thereby, improving the quality of staff, using staff effectively and ensuring the political system apparatus at the commune level operates stably.

According to the plan, localities must overcome the situation of arranging CBCC that is not suitable for job positions, training majors, fields and work experience; prioritize arranging according to expertise, promoting capacity, strengths and practical experience.

The arrangement and arrangement of civil servants and public employees between communes and wards must be completed before September 30, 2026, ensuring that the number of civil servants and public employees in each locality is consistent with the assigned staffing targets.
