Party Committee of the Fatherland Front, central mass organizations summarize 5 years of implementing Resolution No. 02

The national conference summarizing 5 years of implementing Resolution No. 02-NQ/TW of the Politburo on "Innovating the organization and operation of Vietnam Trade Unions in the new situation" organized by the Party Committee of the Vietnam General Confederation of Labour advising the Party Committee of the Fatherland Front and central mass organizations took place under the chairmanship of Ms. Bui Thi Minh Hoai - Member of the Politburo, Secretary of the Party Central Committee, Secretary of the Party Committee of the Fatherland Front, central mass organizations, Chairman of the Central Committee of the Vietnam Fatherland Front; Mr. Nguyen Anh Tuan - Member of the Party Central Committee, Secretary of the Party Committee, Chairman of the Vietnam General Confederation of Labour; Ms. Thai Thu Xuong - Vice President of the Vietnam General Confederation of Labour.

Implementing Resolution 02-NQ/TW, dated June 12, 2021 of the Politburo on "Innovating the organization and operation of the Vietnam Trade Union in the new situation" and Official Dispatch No. 1054-CV/ĐUMTTQ,CĐTTW dated August 17, 2026 of the Party Committee of the Fatherland Front, central mass organizations, the Standing Committee of the Party Committee of the Vietnam General Confederation of Labor has issued a Plan to organize a conference to summarize 5 years of implementing Resolution No. 02-NQ/TW of the Politburo.

One of the purposes of summarizing 5 years of implementing Resolution No. 02-NQ/TW of the Politburo is to comprehensively assess the results of 5 years of implementing Resolution No. 02-NQ/TW of the Politburo; clarify the achieved results, difficulties, limitations, causes and lessons learned; review the content of the Resolution and requirements and tasks for building the Vietnam Trade Union organization in the new context, thereby proposing tasks, solutions and recommendations to the Politburo to continue to effectively implement the Resolution in the coming time.

The summary report summarizing 5 years of implementing Resolution 02-NQ/TW presented by Vice President of the Vietnam General Confederation of Labour Thai Thu Xuong shows that after 5 years of implementation, the Resolution has created fundamental changes in many aspects, from awareness, institutions, organization to the operating methods of the Vietnam Trade Union.

The awareness and actions of the entire political system towards the task of building the working class and innovating trade union organizations and activities have clearly changed.

The Resolution was thoroughly grasped and implemented synchronously and seriously, creating positive changes in the entire political system; many important guidelines, mechanisms, policies, and projects were promulgated, gradually completing the political and legal basis for renovating the organization and activities of trade unions. Thereby contributing to building a modern and strong Vietnamese working class, consolidating the workers' trust in the Party, State and Trade Union organization.

One of the contents showing the strong innovation of the Vietnam Trade Union organization is the process of arranging and streamlining the organization in 2025 and up to now, the Trade Union organization has been quite strongly streamlined, reducing intermediate levels, gradually directing more direct activities to the grassroots level, closer to union members and workers. The Vietnam Trade Union is regulated to be implemented at 4 levels (central level; provincial and city labor federations, central industry trade unions; upper-level trade unions directly at the grassroots level; grassroots-level trade unions), after arranging the trade union system, there are still 3 levels, operating basically meeting the functions and tasks of the trade union organization, gradually going into stable operation, ensuring continuity in accordance with the guidelines and directions of the Central Government. Trade union levels actively implement the policy of digital transformation, applying information technology in operation and management is promoted, creating favorable conditions for handling work according to new models...

At the Conference, delegates exchanged and discussed on a scientific, substantive, practical, and effective basis, closely following the direction of competent authorities. The discussion content was objective and comprehensive; proposing solutions to continue improving the quality and efficiency of trade union activities in the new context and completing the 5-year preliminary review project of implementing the Resolution submitted to competent authorities.
