Phu Tho - The Provincial People's Committee has just reported on the implementation of grassroots democracy to the working delegation of the Vietnam Fatherland Front.

On August 26, Mr. Cao Xuan Thao, Vice Chairman of the Central Committee of the Vietnam Fatherland Front, as Head of the supervisory delegation, worked with the Phu Tho Provincial People's Committee on the implementation of Article 85 of the Law on Implementation of Democracy at the Grassroots level and a number of related regulations.

According to the report, the province has established 148 Commune-level Public Administrative Service Centers, ensuring that the receipt and processing of administrative procedures are not interrupted when switching to the new model.

In the first 6 months of the year, communes received nearly 418,000 dossiers, and resolved more than 399,000 dossiers. The rate of early processing reached nearly 89%. The work of digitizing dossiers, papers and the results of resolving administrative procedures reached 92.34%.

Digital transformation also opens up more channels for people to access information, reflect and monitor the activities of the government.

Phu Tho deploys a digital mailbox to contribute opinions on building the Party and government; receives opinions via QR codes, VNeID and online citizen reception models.

Along with administrative reform, citizen reception, dialogue, and resolution of complaints and denunciations are focused on. In the first half of the year, the Chairman of the Commune-level People's Committee conducted 3,394 citizen reception sessions, with 2,169 visits and 2,513 people, related to 1,628 cases.

The whole province currently has 5,664 mediation groups with 31,476 members. In 2025, the groups received 1,313 cases, mediated 1,034 cases, reaching 79%.

Speaking at the working session, Mr. Cao Xuan Thao highly appreciated Phu Tho's proactiveness in implementing democracy at the grassroots level.

Through surveys in Vinh Tuong and Van Xuan communes, the delegation noted that localities have actively promoted people's right to participate, while enhancing the supervisory role of the Fatherland Front.

The head of the working delegation requested the province to continue reviewing and systematizing the documents, plans and tasks that have been implemented. The Fatherland Front and mass organizations need to closely coordinate with the government, especially union members and youth, to support people in accessing information and exercising their right to mastery.

For projects that directly affect life, such as site clearance and cultural house construction, localities need to create conditions for people to participate in discussions from the beginning.

The management and use of funds to serve democracy activities and commune-level people's inspection also needs to be strictly controlled.

Speaking at the working session, Vice Chairman of the Provincial People's Committee Nguyen Khac Hieu affirmed the practical significance of supervision activities for the implementation of grassroots democracy work in Phu Tho.

Mr. Nguyen Khac Hieu emphasized that the working contents of the Delegation have suggested many new ways for the province to learn from experience and implement more effectively in the coming time.
