Establish 7 offices in industrial park areas to bring trade unions closer to grassroots levels

Subdividing management areas, meeting development requirements

Mr. Thach Van Chung - Member of the Standing Committee of the Vietnam General Confederation of Labor, Chairman of the Bac Ninh City Labor Federation, said that there are currently about 28,000 operating businesses, employing about 928,000 workers, an increase of about 50,000 people compared to the same period; of which workers working in industrial parks and FDI enterprises account for a large proportion.

The need for supporting workers is therefore diverse, from jobs, wages, working conditions to housing, welfare and spiritual life. Meanwhile, the team of full-time trade union officials is streamlined, and grassroots trade union officials mostly work part-time.

That reality poses the requirement to use resources effectively, increase the ability to grasp the situation and provide support right from the grassroots level.

From the practical requirements of the locality, Bac Ninh organizes representative offices according to 7 clusters of areas, arranges responsible officials, rotates duty to maintain contact points with grassroots trade unions, businesses and workers associated with researching and advising on establishment according to Project No. 03/DA-TLD of the Vietnam General Confederation of Labor.

Mr. Chung said that by October 12, 2026, all 7 regional cluster offices had been launched, forming a support network in industrial park areas.

Mr. Ha Huy Giap - Member of the Standing Committee of the Provincial Labor Federation, Deputy Head of the Industrial Zone Trade Union, Head of Office of Cluster Area No. 3 said that the office manages 85 grassroots trade unions with more than 23,000 union members belonging to industrial zones: Song Khe - Noi Hoang; Yen Lu; Tan Hung; Hoa Phu.

We arranged 4 full-time trade union officials to rotate duty. Although determining difficulties and hardships, the trade union officials assigned to be in charge of the area all showed responsibility and determination in their work.

The goal is not only to shorten the distance between trade union organizations and union members and workers, but also to create conditions for trade unions to accompany and be closer to businesses, support grassroots levels to remove difficulties, and promptly grasp and solve problems arising in labor relations" - Mr. Ha Huy Giap shared.

Timely grasp, support

Along with dividing the area and arranging rotating full-time officials, the Bac Ninh Trade Union also promotes digital transformation to expand access and timely grasp information. A clear highlight is the Bac Ninh Trade Union Management Software (Mini App Bac Ninh Trade Union) which will be put into operation from December 2025.

This digital tool supports data management, information lookup and gradually increases interaction between trade union organizations and union members.

The City Labor Federation also initially applied artificial intelligence through ChatBox AI integrated on Zalo Mini App to support officials and union members to look up legal documents and trade union nghiệp vụ.

The combination of cluster offices and Zalo Mini App is suitable for the characteristics of workers working in shifts and shifts. Workers can access information at convenient times; in-charge staff have additional tools to synthesize needs, guide and connect support.

To promptly grasp the specific needs of tens of thousands of workers, no solution is more effective than applying digital transformation. Through arranging online suggestion boxes, online surveys, mini-games to learn knowledge..., most recently Zalo Mini App of Bac Ninh Trade Union, trade union officials have more ease in collecting information".

As one of hundreds of workers in difficult circumstances who received gifts at the launch of the industrial park cluster office recently, Ms. Trieu Thi Linh (born in 1997) - a worker at Luxshare-ICT Van Trung Co., Ltd. shared: "I just came to the industrial park in Bac Ninh to work for a few months, my job and accommodation have just stabilized. Now I am very excited because I am concerned and supported by the company's trade union, and then the upper-level trade union, I am more assured to work and stick with the factory here.

The operation of 7 Representative Offices, linking officials with the area and combining technology application and digital transformation, shows the effective use of resources and strong orientation towards grassroots levels of the Bac Ninh Trade Union.
