Hai Phong - By the end of the third quarter of 2026, city trade union levels newly established 816 grassroots trade unions - the highest result ever.

On October 5th, information from the City Labor Federation (LĐLĐ) said that the unit currently manages 3,283 grassroots trade unions with 679,000 workers and 665,000 union members in 34 commune and ward trade unions, special zones and Industrial Zone Trade Union Boards.

In 9 months, city-level trade unions have newly established 816 grassroots trade unions, which is the highest result ever, reaching 544% of the target assigned by the City Party Committee (816/150 grassroots trade unions), 388% of the target assigned by the City Labor Federation (816/210 grassroots trade unions).

Trade union levels admitted 73,000 new union members, including 35,000 union members in 816 newly established grassroots trade unions and 38,000 union members in operating grassroots trade unions. Also during this time, the city reduced 23,000 union members, mainly due to enterprise dissolution, production reduction, employees resigning, transferring jobs, cutting labor or transferring trade union activities.

Therefore, the actual increase in union member development in 9 months is 50,000 union members, reaching 156% of the target assigned by the City Party Committee (50,000/32,000 union members), 119% of the target assigned by the Vietnam General Confederation of Labor (50,000/42,000 union members). However, compared to the target set by the City Labor Federation, this result is only 83%.

With the goal of covering grassroots trade unions in enterprises that meet the conditions, in the fourth quarter of 2026, the City Labor Federation will continue to classify according to labor scale, occupations, areas, production and business situation and readiness to establish Trade Union organizations to have appropriate approaches. Along with that, continue to coordinate with the City Social Insurance and relevant agencies to review, update, and supplement sources into the "map of room for union member development".

Hai Phong City Labor Federation also plans to implement the combined grassroots trade union model in micro enterprises (under 5 workers). Each combined grassroots trade union strives to have 50 or more workers; in the immediate future, each commune, ward, and special zone trade union should establish at least one combined grassroots trade union. The model is expected to be implemented in September, October, and November 2026 to evaluate and draw experience for the next phase of implementation.
