Thanh Hoa implements new points of the Charter of the 14th Vietnam Trade Union

On October 29th, the Thanh Hoa Provincial Labor Federation (LĐLĐ) organized a conference to guide the implementation of the Charter of the 14th Vietnam Trade Union, term 2026-2031.

Speaking at the opening of the conference, Ms. Trinh Thi Hoa - Vice President of Thanh Hoa Provincial Labor Federation - emphasized that the study, reception and grasp of new points of the Charter of the 14th Vietnam Trade Union is of particular importance to the activities of trade union organizations in the current period.

According to Ms. Hoa, the Charter of the Vietnam Trade Union is the basis and guiding principle for the organization and operation of trade union levels. Therefore, updating and firmly grasping new regulations will help trade union officials properly perform their functions, tasks, and powers, meeting practical requirements.

To make the conference effective, Ms. Hoa requested delegates to focus on monitoring and seriously absorbing the training content, not talking privately, and not using phones during the time of listening to the speaker's presentation.

At the conference, Assoc. Prof. Dr. Hoang Thanh Xuan - Director of the Institute of Training, Fostering and International Cooperation, Trade Union University - directly presented and guided the basic contents and new points of the Charter of the 14th Vietnam Trade Union.

Assoc. Prof. Dr. Hoang Thanh Xuan affirmed that compared to the Charter of the XIII term, the Charter of the Vietnam Trade Union of the XIV term has many new points, built in a concise direction, updating regulations and more suitable to practical conditions, especially changes in the organizational structure and operating methods of the trade union organization.

The Charter of the 14th Vietnam Trade Union was issued together with Decision No. 268/QD-TLD dated August 11, 2026 of the Vietnam General Confederation of Labor, consisting of 9 chapters, 31 articles, a reduction of 2 chapters and 14 articles compared to the Charter of the 13th term.

One of the notable changes is the adjustment of the trade union organization system to be consistent with the 2-level local government model and the requirement to arrange and streamline the organizational structure.

If the 13th term Charter stipulates a trade union system consisting of 4 levels, including the District-level Labor Federation and local industry trade unions, then the 14th term Charter stipulates models of commune, ward, special zone trade unions, inter-commune, ward trade unions and some organizational models suitable to the actual situation.

The new charter also clearly defines the position of the Vietnam Trade Union in the political system directly under the Vietnam Fatherland Front, while ensuring the relative independence of the trade union organization.

For union members, the Charter of the XIV term continues to affirm the right to be represented, cared for and protected by the trade union's legitimate and lawful rights and interests; to receive free legal advice and support and participate in welfare activities implemented by the trade union organization.

Notably, the charter supplements the rights of union members to participate in evaluating and contributing opinions to officials and trade union organizations, contributing to strengthening democracy and responsibility in trade union activities.

In addition, the charter continues to emphasize the role of grassroots trade unions in dialogue, collective bargaining, and supervision of the implementation of regimes and policies on salaries, employment, social insurance and working conditions of employees.

Through the conference, the team of trade union officials in Thanh Hoa was updated on the amended and supplemented contents of the Charter of the 14th Vietnam Trade Union, as a basis for unified implementation in practice, improving the effectiveness of representing, caring for and protecting the rights of union members and workers.

After participating in the training conference, Ms. Nguyen Thi Ai - Chairwoman of the Trade Union of Sundaje Vietnam Co., Ltd. - said that updating the new points of the 14th Vietnam Trade Union Charter is of practical significance to the team of grassroots trade union officials.

In particular, for trade unions in enterprises, the knowledge learned from the conference will be the basis for application in practice, strengthening dialogue, grasping the thoughts and aspirations of workers and building harmonious and stable labor relations.
