Regarding the results of investing in building social housing for workers and laborers to rent using trade union financial resources, in 2021, the Vietnam General Confederation of Labor invested and completed the pilot project of 1 social housing area for trade unions in Dong Van II Industrial Park, Ha Nam province (now Ninh Binh province) with 244 apartments, 1 multi-purpose building and a synchronous technical infrastructure system. The Vietnam General Confederation of Labor has directed and assigned the Trade Union Project Management Board to sign contracts to lease 244 apartments to workers and laborers according to regulations.
In the period from 2023 to now, with the attention of the Government, the Prime Minister and the National Assembly, at the 6th session of the 15th National Assembly on November 27, 2023, the Housing Law No. 27/2023/QH15 was passed, which stipulates that "The Vietnam General Confederation of Labor is the managing agency for social housing construction investment projects using trade union financial resources for workers and laborers who are eligible for social housing rental policies".

7.4% of workers surveyed lived in rented rooms under 10m2
According to the Trade Union Project Management Board, in each area expected to invest in trade union social housing, the Vietnam General Confederation of Labor assigns the Trade Union Project Management Board to organize surveys and assessments of the current situation of housing rental and housing rental demand of workers and laborers working around and in the province where the project is located.
The survey results show that 53.9% of workers and laborers are living in rented rooms of level 4 houses, people's houses combined with rent, houses with corrugated iron roofs or Fibroximang; of which only 8.2% of workers and laborers live in rented rooms built in 2-3 story buildings.
In contrast to dormitories, housing for workers in industrial parks is collective housing/boarding houses/dormitories in enterprises with more amenities and cleanliness. However, only about 10% of workers are living in these housing areas with an area of 25-40m2/room, in bunk beds, collective living.
Regarding housing area, 39% of workers and laborers participating in the survey are living in houses/boarding rooms with an area of less than 20m2; even 7.4% of workers live in rooms less than 10m2. Only a small number of workers have married local people or have worked for many years to accumulate enough to buy houses with an area of 40-50m2 or more.
