Ninh Binh Trade Union brings digital skills to each union member
The "Digital Trade Union Group" model is being implemented in Ninh Binh to bring digital skills closer to union members and workers at the grassroots level.
Bringing digital skills to workers
In the context of digital transformation increasingly closely linked to life and work, the Ninh Binh Provincial Labor Federation is implementing the "Digital Trade Union Group" model at grassroots trade unions, considering this as a force directly supporting union members and workers to access and use digital platforms and services.
According to the Ninh Binh Provincial Labor Federation, as of September 30, 2026, the unit directly manages 1,770 grassroots trade unions with 405,204 union members. Of which, the business sector has 1,622 grassroots trade unions with 391,889 union members. This is a large force, posing the requirement to innovate methods of propaganda, gathering and supporting workers in the digital environment.
Ms. Le Thi Hoa - Vice President of Ninh Binh Provincial Labor Federation - informed that to promote digital transformation from the grassroots level, the Provincial Labor Federation has implemented the "Digital Education for All" movement, aiming to improve the ability to use essential digital services and platforms of union members and workers, and at the same time, innovate trade union activities in the digital environment.
According to Ms. Hoa, one of the key solutions of the Ninh Binh Provincial Labor Federation from now until the end of the year is to establish a "Digital Trade Union Group". Accordingly, each grassroots trade union establishes a group, operating on the principle of voluntariness, concurrent work, taking union members and employees as the center. Each employee is assigned to be directly in charge of directing and guiding members of the group; in which priority is given to the elderly, people in difficult circumstances or those who are not proficient in smart devices.
The core members of the "Digital Trade Union Group" include the Chairman, Vice Chairman, member of the Executive Committee of the grassroots trade union and trade union officials in groups and departments. The grassroots trade union can also select young, enthusiastic union members with good digital skills to participate in support. A noteworthy point of this model is that support is implemented in a direct direction, close to the needs of employees instead of just organizing general propaganda classes.
The "Digital Trade Union Group" has the task of guiding union members to use digital services, essential digital platforms. At the same time, identifying and preventing online fraud and popularizing basic digital skills. Workers are also guided to use level 2 VNeID, NinhBinh-S Digital Citizen application, personal digital signature, cashless payment, electronic health book and participate in learning on the "Digital Education Platform".
Towards substantial digital transformation
At the conference to summarize trade union activities in the first 9 months of 2026 and deploy tasks for the last 3 months of the year recently, Mr. Nguyen Hai Long - Chairman of Ninh Binh Provincial Labor Federation - assessed that the activities of the "Digital Trade Union Group" are not only limited to propaganda but are organized in a "holding hands and guiding" manner, direct guidance at the workplace, suitable for the level and time of each labor group.
Support results are recorded by a list of guided people, activity logs or data on digital platforms. This is also the basis for evaluating the effectiveness of each "Digital Trade Union Group" and the results of implementing the "Digital Education for All" movement at the grassroots trade union.
According to Mr. Long, to make the operating model regular, each "Digital Trade Union Group" must maintain activities at least once a month, with a group to exchange on the digital platform to receive and guide union members. Every year, units organize at least one peak period of "Guiding each union member and employee" associated with National Digital Transformation Day.
The Provincial Labor Federation also set out a specific roadmap, in 2026, the Industrial Park Trade Union Committee will deploy the establishment of at least 14 "Digital Trade Union Groups" at 14 grassroots trade unions. By 2027, 100% of grassroots trade unions with 100 or more union members in industrial parks must establish "Digital Trade Union Groups".
The implementation of the "Digital Trade Union Group" not only supports workers in using technology, but also opens up another channel for trade union organizations to access, interact and serve union members faster" - Mr. Long shared.
