Speaking at the conference, Vice President of the Vietnam General Confederation of Labour Nguyen Xuan Hung said that the last months of 2026 are a time of decisive significance for completing the target of developing increased union members and establishing grassroots trade unions, grassroots trade unions, and fostering and introducing outstanding trade union members to the Party in 2026. Based on the 2026 target that has been adjusted from 1,000,000 to 750,000 increased union members and the targets that have been assigned to each unit, trade union levels need to focus highly on resources, clearly identify the number of shortages, areas with remaining resources, causes of failure and specific solutions for each target group, each area, and each unit to strive to complete the targets.

The Vice President of the VGCL proposed that trade union levels focus on accelerating the development of union members and establishing grassroots trade unions, but must strongly shift from "assigning targets" to "assigning addresses, assigning businesses, and assigning responsibilities".

Focus on non-state enterprises, FDI enterprises, industrial parks, industrial clusters and enterprises with a large labor force.

Focus on developing increased union members and retaining union members. Strictly manage fluctuations, clearly analyze the causes of increases and decreases in each area and enterprise; take the effectiveness of maintaining union members as an important criterion for evaluating results.

Improve the quality of grassroots trade unions after establishment. New grassroots trade unions must quickly operate substantively, have officials, have regulations, have dialogue, negotiation, care and represent workers.

Better implement the work of creating sources for Party development right from the grassroots level; pay attention to direct production workers and sources at non-state-owned enterprises. At the same time, strengthen coordination with Party committees, authorities and functional agencies in reviewing enterprises, employees and creating sources for Party development...

As of September 30, the entire Vietnam Trade Union system has 10,591,462 union members; 67,999 grassroots trade unions, grassroots trade unions; of which the informal sector has 1,022 grassroots trade unions, with 64,523 trade union members.
