Provinces and cities have policies to support people who quit their jobs in villages and residential groups after arrangement
Some localities have their own support policies for non-specialized workers in villages and residential groups who quit their jobs due to arrangement.
According to the Ministry of Home Affairs, after arrangement, the number of villages and residential groups nationwide decreased from 89,589 to 48,078 (down 41,511 units, equivalent to a decrease of 46.33%).
After implementing the arrangement and reorganization of villages and residential groups, some non-specialized workers had to quit their positions and resign.
In addition to the general policy of the Central Government, some localities have proactively issued separate support policies for cases of resignation due to staff restructuring and consolidation.
In Hanoi, on October 28, 2026, the City People's Council approved a Resolution stipulating a one-time support policy for non-specialized workers in villages and residential groups who resign from their positions due to restructuring, consolidating, and improving the quality of staff when rearranging and reorganizing villages and residential groups in 2026.
Accordingly, the policy applies to people currently holding positions before July 1, 2026 and terminates from holding positions from this time according to the plan to restructure and consolidate the team approved by competent authorities.
Some cases of continuing to perform tasks or being temporarily arranged after July 1, 2026 are also considered if they are relieved of their titles according to the consolidation plan within 60 days from the date the resolution takes effect.
The Resolution does not apply to people who are directly redundant due to the arrangement and reorganization of villages and residential groups subject to policy settlement according to Decree No. 154/2025/ND-CP.
The support level is calculated based on working time, current allowance level and retirement time. People who meet the conditions on age, education level and expertise are entitled to 100% of the support level calculated according to regulations; the remaining cases are entitled to 50%.
In Hai Phong, the City People's Council has approved Resolution No. 27/2026/NQ-HĐND dated July 28, 2026, stipulating policies to support non-specialized workers in villages and residential groups who quit immediately from the time of consolidation and restructuring to improve the quality of the team.
According to the resolution, the subjects of application are non-specialized workers in villages and residential groups who are working and have been issued decisions by competent authorities to quit their jobs immediately in the period from June 17, 2026 to the end of July 31, 2026 because they do not meet the conditions and standards according to the city's regulations.
The policy does not apply to redundant people due to rearrangement and reorganization of villages and residential groups who are eligible for policies and regimes according to Article 10 of Decree No. 154/2025/ND-CP.
In Lam Dong, the Provincial People's Council issued Resolution No. 67/2026/NQ-HĐND dated September 24, 2026, stipulating support policies for non-specialized workers in villages and residential groups who quit their jobs due to staff restructuring and consolidation when rearranging and reorganizing villages and residential groups in 2026 but are not resolved policies according to Decree No. 154/2025/ND-CP.
The subjects of application are non-specialized workers in villages and residential groups subject to arrangement and resignation because they do not meet the standards and conditions according to the regulations of competent authorities and are issued decisions to terminate operations by competent authorities according to management decentralization at the time of June 2026.
According to the resolution, people who have not reached retirement age and have worked for less than 5 years are supported once equal to 0.64 times the current monthly allowance multiplied by the number of months of work; and are also supported equal to 1.2 times the current monthly allowance for each year of work and 2.4 months of allowance to find a job.
For people who have reached retirement age or are enjoying retirement benefits or loss of working capacity benefits, the one-time support level is equal to 12 months of monthly allowance currently enjoyed.
