Ministry of Home Affairs guides salary ranking with a coefficient of 3.66 for successful candidates for civil servant positions
The Ministry of Home Affairs responds to the case of a civil servant requesting to be reclassified to grade 5, salary coefficient 3.66 after a period of 24 months of social insurance contributions at a private enterprise.
Mr. Nguyen Binh (name of the character changed) said that he passed the civil servant recruitment exam on December 1, 2024. Previously, he used to work at a public non-business unit, receiving a salary of specialist rank (code number 01.003), rank 5, coefficient 3.66.
After this time, he worked for 24 months at a private enterprise, held the title of specialist and paid social insurance, and has not received one-time social insurance.
From the above case, Mr. Nguyen Binh requested guidance on whether he is subject to point b, clause 2, Article 4 of Circular No. 05/2024/TT-BNV to be reclassified to level 5, coefficient 3.66, and at the same time calculate the accumulation of 24 months of social insurance contributions at private enterprises as a basis for considering further salary increases or not.
Regarding Mr. Binh's reflection and recommendations, the Ministry of Home Affairs has responded at the Electronic Information Portal.
As of December 2024, the recruitment and salary ranking for recruiters into civil servants who have worked for a period with compulsory social insurance contributions are implemented according to the provisions of Clause 5, Article 13 of Decree No. 115/2020/ND-CP dated September 25, 2020 (amended and supplemented in Decree No. 85/2023/ND-CP dated December 7, 2023) regulating the recruitment, use and management of civil servants.
Accordingly, in case a person is recruited and received as a public employee according to the provisions of this Decree who has previously worked in accordance with the law, has paid compulsory social insurance (if not continuously but has not received a one-time social insurance allowance, it is accumulated), that time is counted as a basis for ranking salaries according to professional titles suitable to the job position being recruited and received if they meet all the conditions according to regulations.
Based on the provisions of Article 58 of Decree No. 259/2026/ND-CP dated June 30, 2026 of the Government stipulating the recruitment, use and management of public employees, the Ministry of Home Affairs requests you to contact the public employee management agency where you work to be guided to consider and resolve according to your authority.
