Designing a new salary scale according to job positions and titles, replacing salary coefficients
Functional agencies are studying salary reform in the direction of linking to job positions, creating a basis for building new salary scales.
Salary reform not only increases income but also changes the way of determining job value and paying salaries to cadres, civil servants, and public employees.
Salary reform is being placed in the process of developing a new project, expected to be submitted to the Central Executive Committee for consideration in March 2027.
The Ministry of Home Affairs is also coordinating with the Central Organization Committee to research and develop a master plan on salary reform, associated with perfecting the job position system (VTVL) and payroll management.
The focus is on advising on staff allocation for the period 2027-2031, and at the same time proposing adjustments to salary and allowance policies, overcoming inadequacies for public employees in public non-business units.
Implementing Conclusion No. 107-KL/TW dated October 17, 2026 of the Politburo on completing the VTVL system associated with building a contingent of cadres and managing staff, central and local agencies are urgently implementing Plan No. 71-KH/BTCTW of the Central Organization Committee.
Plan No. 71-KH/BTCTW sets the goal of reviewing and completing the VTVL system in accordance with functions, tasks, powers and organizational structure; clarifying the work, products, responsibilities and capacity requirements for each position.
No later than November 20, 26, complete the receipt, standardization, and verification according to the scope of data collected and synthesize the database; clearly identify confirmed data, data to be verified and content that is not available, not sufficiently grounded. On that basis, determine the human resource needs, the ability to restructure the team and develop annual staffing plans in the 2027-2031 period.
According to the set schedule, agencies, units, and localities will complete the initial data sending before November 10, 2020; complete the determination of human resource needs, plans for staff arrangement and restructuring, and staffing plans for the 2027-2031 period before November 20, 2020.
Competent agencies of each block and sector review regulations, lists of VTVL, job descriptions, capacity frameworks, standards, rank structures and norms under management; classify contents to continue to apply, need to be amended, supplemented, replaced or abolished.
VTVL is the root of salary policy reform. In the last 6 months of 2026, the State budget allocated 48.5 trillion VND to adjust the base salary to 2.53 million VND/month, adjust pensions and increase allowances for 163,000 commune-level civil servants from 25% to 55%.
An important content in the direction of salary reform is the shift from a method of paying salaries mainly based on the base salary and coefficient to linked to VTVL, titles and leadership positions. Resolution No. 27-NQ/TW also identifies building a new salary scale system according to VTVL as a key content of reform.
Therefore, the Ministry of Home Affairs is coordinating with the Central Organization Committee to develop a master plan on salaries based on VTVL and output results. This will be an important basis for designing a new salary scale system according to VTVL and titles, replacing the current rank-level salary coefficient mechanism.
According to information from the National Conference to study, study, thoroughly grasp and implement Resolution No. 4 of the 14th Central Committee on October 16, 2026, the Central Government has agreed on total state budget expenditure in 2027 of about 4.07 million billion VND. Of which, development investment expenditure is about 1.76 million billion VND, accounting for 43% of total expenditure; recurrent expenditure (including salary reform expenditure) is 2.06 million billion VND, accounting for 50.6%.
