In which there is a requirement to take practice as an important basis for research and proposal. Organize summaries from the grassroots level to each party cell, each party member, objectively and truthfully reflecting issues arising in the implementation of the Party Charter.
Focusing on practical issues raised in building and rectifying the Party and the political system; on the Party's leadership and ruling methods; operating the new organizational model, 2-level local government; implementing the policy of decentralization and delegation of power associated with power control; relationships between collectives, individuals and heads; personnel work, inspection, supervision, discipline; digital transformation, data and the impact of science and technology on the organization and activities of the Party; contents being piloted and requirements set in the new era.
Each specific proposal on amending and supplementing the Party Charter must have solid theoretical and practical basis, clarifying the necessity, plan, impact, implementation conditions and feasibility.
The Central Committee assigned the Politburo to base on the opinions of the Party Central Committee to direct the reception and completion of the Outline and organize implementation; in the process of implementation, based on the actual situation of summary and research activities to direct the review, update, and adjust some specific contents of the Outline; ensure the intercommunication and unity between the Overall Outline, research groups, thematic system and the Overall Report; widely and substantively solicit opinions, promote the intelligence of Party committees, Party organizations, cadres, party members, experts, and scientists.
While the Party Charter has not been amended, the Politburo directs the completion of regulations and guidelines to ensure the unified implementation of the piloted contents.
Implement the roadmap correctly: In 2026, complete the Outline, methods, system of topics, guidelines and conditions for organizing implementation; in 2027 - 2028, focus on researching, surveying, summarizing models, summarizing pilot projects, developing draft overall reports and collecting opinions; in 2029, receive, update, revise and complete the overall report.
