Not avoiding new issues raised when studying the amendment and supplementation of the Party Charter
The amendment and supplementation of the Party Charter is an important task, which must be carried out scientifically, democratically, objectively, and cautiously.
On behalf of the Central Executive Committee, General Secretary and President To Lam signed and issued the Conclusion of the Fourth Conference of the 14th Central Executive Committee of the Party (Conclusion No. 103-KL/TW dated October 13) on the Outline summarizing practice and researching and amending and supplementing the Party Charter.
According to Conclusion 103-KL/TW, the Central Executive Committee clearly stated that in the process of receiving and completing the Outline and organizing research, it is necessary to thoroughly grasp the following requirements:
First, amending and supplementing the Party Charter is an important task, which must be carried out scientifically, democratically, objectively, and cautiously; closely combining practical summaries with theoretical research, inheriting affirmed values and selectively absorbing appropriate experiences.
The determination of the scope, level, and content of amendments and supplements to the Party Charter must be based on the results of practical summaries and theoretical research; not pre-stipulating the content of amendments and supplements, and not avoiding new issues raised.
All proposals must maintain the nature, goals, ideological foundation, basic organizational and operational principles of the Party, focusing on the principle of democratic centralism; ensuring that the Party Charter is strict, concise, easy to understand, easy to implement, stable and long-lasting.
Second, research and summarization must be placed in the overall work of preparing for the 15th Party Congress, closely linked to summarizing 100 years of the Party leading the Vietnamese revolution, summarizing 40 years of implementing the Platform and theoretical research tasks, summarizing major practical achievements of the term; ensuring synchronization with the process of researching, supplementing, and amending the Political Platform and the Constitution.
Promptly update and elevate viewpoints and policies directly related to the Party's organization and activities into issues that need to be summarized and studied; do not mechanically transfer the content of resolutions into the Party Charter.
Third, take practice as an important basis for research and proposals. Organize summaries from the grassroots level to each party cell, each party member, objectively and truthfully reflecting issues arising in the implementation of the Party Charter.
Focusing on practical issues raised in building and rectifying the Party and the political system; on the Party's leadership and ruling methods; operating the new organizational model, 2-level local government; implementing the policy of decentralization and delegation of power associated with power control; relationships between collectives, individuals and heads; personnel work, inspection, supervision, discipline; digital transformation, data and the impact of science and technology on the organization and activities of the Party; contents being piloted and requirements set in the new era.
Each specific proposal on amending and supplementing the Party Charter must have solid theoretical and practical basis, clarifying the necessity, plan, impact, implementation conditions and feasibility.
Fourth, based on the results of practical summaries and research, clearly distinguish the obstacles from the provisions of the Party Charter, from the implementing documents or from the organization of implementation to clearly define the handling direction for each content according to 4 directions: Continuing to inherit; researching and amending and supplementing the Party Charter; assigning the Central Government to regulate and guide; continuing to summarize, pilot, and verify.
Only propose amendments and supplements to the Party Charter for issues that are truly necessary, have been practically tested, are principled, popular, stable, feasible and have long-term implementation value; issues that are not mature enough, still have different opinions or frequently fluctuate, then continue to summarize, research, and pilot before considering.
The conclusion clearly stated, implementing the roadmap correctly: In 2026, complete the Outline, methods, system of topics, guidelines and conditions for organization and implementation; in 2027 - 2028, focus on research, survey, summarize models, summarize pilot projects, develop draft overall reports and collect opinions; in 2029, receive, update, revise and complete the Overall Report. Research products are handed over to the Sub-Committee on Party Charter of the XV Congress after being established for further research, completion, and submission to competent authorities for consideration and decision according to regulations.
