Central Committee discusses outline on research to amend and supplement the Party Charter

On October 7, 2026, the fourth Conference of the 14th Party Central Committee continued its third working day.

1. In the morning, Comrade Standing Secretary of the Secretariat Tran Cam Tu chaired the Conference. The Central Government and delegates worked at the Hall, discussing 3 contents:

(1) Project "National Strategy on attracting and valuing talents in key industries and fields to serve the country's rapid and sustainable development".

(2) Regulations on party members participating in investment and business activities (replacing Regulation No. 15-QD/TW, dated August 28, 2006 of the 10th Party Central Committee on party members engaged in private economic activities).

(3) Regulations on inspection, supervision and discipline of the Party (replacing Regulation No. 21-QD/TW, dated April 11, 2026 of the Party Central Committee on inspection, supervision and discipline of the Party).

The Politburo and the Secretariat will meet to consider and give opinions on the reports on receiving and explaining the opinions discussed by the Central Government on October 5 and October 6, 2026.

2. In the afternoon, the Central Committee and delegates worked at the Group, discussing 3 contents:

(1) Report evaluating the socio-economic development situation, state budget implementation in 2026; expected socio-economic development plan, state budget estimate for 2027.

(2) Overall outline and 4 groups of outlines summarizing practice and studying amendments and supplements to the Party Charter.

(3) Detailed outline of the Report summarizing 100 years of the Party leading the Vietnamese revolution (1930 - 2030), orientations for leading the country's development for the next 100 years (2030 - 2130) and the Report summarizing 40 years of implementing the Platform for building the country in the transitional period to socialism.

Tomorrow (October 8, 2026), the Central Committee will continue to work according to the program and close the Conference.
