Implementing the Law amending and supplementing 9 laws on military and national defense

Politburo Member, Deputy Prime Minister Phan Van Giang signed Decision No. 2084/QD-TTg dated November 2, 2626 of the Prime Minister promulgating the Plan to implement the Law amending and supplementing a number of articles of 9 laws on military and national defense (Plan).

The purpose of the Plan is to ensure the unified direction of the Government, the Prime Minister; close, regular, and effective coordination between ministries, branches, localities and relevant agencies and organizations in implementing the Law amending and supplementing a number of articles of 9 laws on military and national defense (referred to as the Law).

At the same time, defining responsibilities and coordination mechanisms between ministries, sectors, and localities in conducting activities to implement the Law nationwide.

Raising awareness of the law and the responsibilities of ministries, sectors, localities and people in law enforcement.

The plan sets out specific tasks for ministries, branches, localities, and relevant agencies to implement as follows:

The Ministry of National Defense compiles documents to serve propaganda, dissemination, and legal education; training documents, professional development.

At the same time, the Ministry of National Defense, the Ministry of Justice, Voice of Vietnam Radio, Vietnam Television and other press, radio, and television agencies, according to their management functions, organize propaganda, dissemination, education, training, and professional development on the content of the Law and documents detailing the implementation of the law.

The above 2 tasks will be implemented in 2026 and the following years.

From now until the end of 2026, the Ministry of National Defense will review legal documents related to the Law under its state management authority, implement according to its authority or propose to competent authorities to promptly amend, supplement, replace, abolish or promulgate new legal documents to ensure compliance with the provisions of the Law.

Ministries, sectors, and localities review legal normative documents related to the Law within the scope, fields, and areas of state management assigned and send the results to the Ministry of National Defense (according to the management functions of each ministry and sector) to summarize and report to the Prime Minister.

In October 2026, the Ministry of National Defense will preside over and coordinate with the Ministry of Justice, the Government Office and relevant agencies to develop and submit to the Government for promulgation 2 decrees (amending and supplementing 11 decrees) according to simplified procedures.

At the same time, the Minister of National Defense issued 4 circulars (amending and supplementing 25 circulars).

The Ministry of National Defense shall preside over and coordinate with the Ministry of Justice, the Government Office and relevant agencies to organize inspections of the implementation of the Law and documents detailing and guiding the implementation of the Law from now until the end of 2026 and subsequent years.
