Linking job positions with personnel work and salary reform from 2027

Secretary of the Party Central Committee, Deputy Prime Minister Pham Thi Thanh Tra - Head of the Steering Committee for reviewing and completing the system of job positions associated with building a contingent of cadres and managing staff under the Government's management has issued Decision No. 166/QD-BCĐ on the operating plan of this Steering Committee.

The key tasks of the plan include:

First, lead, direct, and organize the implementation to ensure full unity in Conclusion No. 107-KL/TW of the Politburo.

Members of the Steering Committee direct the work of thoroughly grasping and organizing the serious and full implementation of the contents of Conclusion No. 107-KL/TW of the Politburo and this activity plan at agencies and units; establish a working group of the unit and assign focal points to coordinate with the Standing Agency of the Steering Committee in task implementation; organize pilot implementation at the Ministry of Home Affairs and in localities that meet the conditions.

Second, review job positions and factors affecting and changing jobs due to digital transformation, autonomy, service leasing and socialization.

The members of the Steering Committee are responsible to the Prime Minister and the Head of the Steering Committee for directing, monitoring, and urging the review of job positions, and completing forms to ensure compliance with the guidance of the Central Organization Committee.

At the same time, directing the review of regulations on the functions, tasks, and powers of the Ministry, its agency and internal organizations, including public non-business units, thereby breaking down tasks and clearly defining the assigned workload.

Third, determine the human resource needs and develop a staffing plan for the 2027-2031 period.

Based on reviewing the system of job positions under the Government's management, the Standing Agency summarizes the staffing plan for the 2027-2031 period under the Government's management, reports to the Steering Committee, the Prime Minister, the Standing Committee of the Government Party Committee and coordinates with the Central Organization Committee to submit to the Politburo.

Fourth, deploy the construction and completion of the job position database.

Members of the Steering Committee according to assignment and the Standing Agency of the Steering Committee closely coordinate with the Central Organization Committee in deploying the construction and completion of the job position database in 2026.

Fifth, link job positions with personnel work and reform salary policies and continue to standardize from 2027.

Based on the policy of the Politburo, the Secretariat, the Party Committee of the Government, the Government, the Standing Agency of the Steering Committee continue to concretize tasks related to the recruitment, arrangement, use, training, fostering, evaluation, screening and development of the contingent of cadres based on products, quality, and work efficiency; human resource management and salary policy reform according to the roadmap; standardizing the list, job description, capacity framework, data and methods of determining human resource needs.

According to the plan, Member of the Party Central Committee, Minister of Home Affairs Nguyen Tien Hai - Deputy Head of the Steering Committee is assigned the task of leading and being in charge of directing and developing the staffing plan for the 2027-2031 period under the Government's management. This task will be completed before November 24.

The Central Organization Committee presides over the construction of a database on unified job positions in the political system. This task will be completed before December 31, 2026.
