Hanoi proposes to support poor households with 20 million VND when changing electric motorbikes

Hanoi proposes to support poor households with a maximum of 20 million VND when converting from gasoline motorbikes to electric motorbikes. The policy is expected to be applied until the end of 2027.

Individuals from poor households when converting from motorbikes using gasoline to green transportation can be supported with a maximum of 20 million VND/vehicle. The policy aims to encourage people to use clean energy vehicles, contributing to reducing environmental pollution in the Capital.

Hanoi Department of Construction has just submitted to Hanoi City People's Committee a draft regulation on the order and procedures for direct cash support for individuals from poor households when converting from fossil fuel motorbikes to green vehicles.

This is a step to concretize Resolution No. 68/2026/NQ-HĐND of the Hanoi City People's Council on policies to support the conversion of vehicles using fossil fuels to clean energy in Hanoi City.

According to the draft content, individuals from poor households when converting motorbikes and mopeds using fossil fuels to green vehicles will be supported 100% of the value of new vehicles, but the support level will not exceed 20 million VND/vehicle.

The value used as a basis for calculating support is the amount recorded on the legal sales invoice, including value-added tax (VAT). Accessory costs, insurance, financial services and other arising costs are not included in the support level.

For example, if people buy an electric motorbike priced at 18 million VND, they will be fully supported with this amount. If the vehicle is priced at 25 million VND, the maximum support level is 20 million VND, and the difference of 5 million VND is paid by the buyer themselves.

According to the draft, each individual will only receive support once for one vehicle. The policy implementation period lasts until December 31, 2027.

To enjoy the policy, individuals requesting support must fully meet the conditions according to the draft.

First of all, the applicant must belong to a poor household according to the multidimensional poverty standard approved and announced by the Hanoi People's Committee for application in the period 2026-2027.

Regarding residence information, individuals must have "place of residence" or "current residence" information displayed on the VNeID system in Hanoi. This information must be confirmed by the commune-level People's Committee and be legally responsible.

In addition, the person requesting support must be the legal owner of motorbikes and mopeds using fossil fuels that were registered before Resolution No. 68/2026/NQ-HDND took effect.

The vehicle conversion must be carried out while the support policy is still in effect.

With a maximum support level of 20 million VND, the policy is expected to create more conditions for poor households to access green transportation, reducing the cost burden when converting from gasoline motorbikes to electric motorbikes.

Notably, because the current content is only a draft submitted by the Department of Construction to the Hanoi People's Committee, people need to follow the official regulations that have been issued to clearly understand the dossier, order and time of receiving support requests.
