The General Secretary and President clearly stated that there must be aspiration and determination to make Vietnam an important logistics, transshipment and distribution center for goods.

Strong shift from logistics service development thinking to building national logistics capacity

On the morning of November 2nd, at the Party Central Committee Headquarters, General Secretary and President To Lam chaired a working session with the Government Party Committee and relevant agencies on the direction of national logistics development and logistics infrastructure, according to VNA.

Concluding the working session, General Secretary and President To Lam emphasized that it is necessary to strongly shift from the thinking of developing logistics services to building national logistics capacity.

Logistics development is not just the story of an economic sector but a story about the organizational capacity, connection and operation of the entire economy, directly linked to national competitiveness, self-reliance, economic resilience and the requirements of ensuring national defense and security.

Especially in the context of implementing the double-digit growth target, logistics must truly become a driving force to create growth, improve productivity, reduce costs and expand development space and create new growth sources.

Logistics development must be placed in the overall national development strategy, with unified direction and control at the Government level, not just assigned to one ministry or sector or for each locality to implement individually; clearly define coordination focal points, responsibilities of agencies and mechanisms to solve common problems of the entire system and ensure real effectiveness and efficiency.

The General Secretary and President clearly stated that there must be aspirations and determination to make Vietnam an important logistics, transshipment and distribution center for goods in the region and the world; there must be proactive thinking in organizing and exploiting international goods flows, not only serving well for Vietnam's import and export activities but also attracting goods from transit, warehousing, distribution and value-added transfer services in Vietnam.

Develop a unified, synchronous, and modern national logistics network associated with reorganizing the economic space and international connection; promote the advantages of each region and each locality in the overall national logistics network; overcome the situation of dispersed investment, lack of connection, and development according to administrative boundaries.

Review and complete the planning of the national logistics network

Regarding the implementation of a number of tasks, the General Secretary and President clearly stated to continue to improve institutions and improve the efficiency of national coordination; continue to review and complete the planning of the national logistics network according to the multi-center, multi-modal model;

Develop criteria for selecting locations and scale of logistics centers based on connectivity advantages, goods sources, production areas, markets, land funds and investment efficiency; delineate national-level, regional-level centers and specialized focal points; do not plan or invest according to trends when goods sources and service scope are not clearly identified.

The General Secretary and President requested to develop green logistics, improve the resilience of the supply chain; encourage energy-saving transportation methods, energy-efficient warehouses and low-emission vehicles.

Regarding some tasks that need to be done immediately, the General Secretary and President emphasized urgently reviewing and proposing to raise the strategic level of Vietnam's logistics development; strategy must be placed in the overall new development requirements of the country, especially the goal of double-digit growth and building national competitiveness. Immediately establish a mechanism for directing and coordinating national logistics.

Review and identify some of the biggest bottlenecks that need to be removed immediately in the immediate future of 2027. Develop a program to develop a number of key international logistics gateways and centers. Establish a system of national logistics efficiency evaluation indicators.

The General Secretary and President clearly stated the goal of gradually bringing logistics costs closer to the regional and world average, improving service quality, increasing domestic value and promoting Vietnam's role in the regional logistics network.
